Is there any value in "starting from scratch" on a new domain?

Hi,
Our ecommerce store - we have had some duplicate content issues and they have been corrected, but of course, Google takes time to pick up on these. Our link profile is very poor, so we wont lose a lot by going to a new domain in that sense.
My question is, in what instances is it worthwhile starting under a new domain? And in which not?
Presumably you can also 301 the whole site - when is it worth doing this or not?

I recently filed a Google reconsideration request, came back saying there was nothing wrong, e.g, no manual penalty - but if Panda has penalised us for thin/dupe content, we wouldnt know by the manual route...
In this scenario, is it worth just starting from scratch? Or do we wait till the next Panda update which could be who knows when?

Starting over from scratch makes sense if you've dug yourself in so deep a hole (say tens of thousands of spammy links) that it would be easier to rebuild your link profile from scratch, rather than going through the effort of deleting/disavowing all your bad links. If you do start over from scratch, then you're not going to want to use any 301s, or the bad reputation from your old site is just going to follow along to your new one.

Lot of new suspicious external links
I am running a small-language site and suddenly saw a lot of incoming English links in Moz Reports and Opensiteexplorer from various domains (the sites are in English, but anchor words are not). When I check the page sources of there is no link to the site (as there shouldn't). Any idea what is happening and what to do about it? Thanks for help in advance!

Multiple domains different content same keywords
what would you advice on my case: It is bad for google if i have the four domains. I dont link between them as i dont want no association, or loss in rakings in branded page. Is bad if i link between them or the non branded to them branded domain. Is bad if i have all on my webmaster tools, i just have the branded My google page is all about the new non penalized domain. altough google gave a unique domain +propdental to the one that he manually penalized. (doesn't make sense) So. What are the thinks that i should not do with my domain to follow and respect google guidelines. As i want a white hat and do not do something that is wrong without knowledge

Owning multiple domains across similar fields
We have a printing website specializing in a single field but had added other products to it along the way, we are looking at adding a second site (redesigned from the ground up) that with cover everything (so will inevitably cover some of the same keywords) is this ok. We are considering some of the other things such as putting both sites on different IP's and also wondered about the registration details (would it be ok to have them under the same company?). Just to make it clear they will not be used for cross link or any other such things so just wanting to know if they could end up on page one for some of the same keywords and Google would be ok with this. One Blog Comment Now on Many Pages of The Same Domain
My question is I blog commented on this site http://blogirature.com/2012/07/01/half-of-200-signals-in-googles-ranking-algorithm-revealed/#comment-272 under the name "Peter Rota". For some reason the recent comments is a site wide link so, bascially my link from my website is pretty much on each page of their site now. I also noticed that the anchor text for each one of my links says "Peter Rota". This is my concern will google think its spammy if im on a lot of pages on a same site for one blog comment, and will I be penailzied for the exact same anchor text on each page? If this is the case what could I do in trying to get the links removed? thanks

Do bad links "hurt" your ranking or just not add any value
Do bad links "hurt" your ranking or just not add any value. By this I mean, if you do have links from link farms and bad neighbourhoods, would it effectively pull you down in search engine rankings. Or is it more that it's just a waste of time to get these links, as it adds no value to your ranking. Are google saying avoid them because it will not have a positive effect, or avoid them becuase it will have a negative effect. I am under the opinion that it will not harm, but it will not help either. I think this because at the end of the day you are not 100% in control of your inbound links, any bad site could add you and if a competitor, god forbid, wanted to play some black hat games, couldn't they just add you to thousands of bad sites to pull your ranking down? Interested to hear your opinions on the matter, or any "facts" if they are out there.
