Footer links VS Page links - Which one is best?

Hello all
I was wondering if someone could advise me on a link building question. If you wish to create a couple of landing pages for different locations with anchor text link building etc is it better to have a page like this web site here: http://www.acorncommercial.co.uk/commercial-property/development-sites/
or quick footer links like this web site here?: http://www.robertholmes.co.uk/ (click on quick links at the bottom).
I would like to know if there is a difference from an SEO perspective or if they are considered black hat. Your advise would be much appreciated!

For me it depends on the design. The search engine robot gobbles text or code if you will in order. So if there's no other content in the way and it's a page full of links then either one will do. The first link gets the most juice but they all get divided by the number of links. So while it may be a good idea to do a site map of sorts it's not necessarily boosting your site as much as it is helping to map it. Since you didn't say it was a sitemap directly, then I'd say design it for google & people.
Since there's no content, I don't really think it matters.

I understand completely the "link within the content of a page" concept and totally agree but if you see the first link I posted there is NO content at all just a list of long tail keyword anchro text links.
Same goes for the second page but that looks more natural to me than the first example and with only 10 links as "quick footer links"
You think that having them on page even without content is still better than footers?

First of all, I'd ensure that either link is both earned, is contextual and doesn't look like it's been placed solely to pass PageRank. If it's a relevant link to a site that will help the user, you should be fine.
If all other things being equal - I believe that a link within the content of a page would be more valuable than a link in the footer. Now, other things might affect the strength of the links, such as number of inbound links, outbound links and more. But if you had the choice of a link on the same page either in the content of the page or blog post or in the footer, I believe you'd see stronger results if the link was placed in the content of the page.

Link Espionage?
Can anyone tell why pages like this are linking to our site? http://iga.edu/facebooktabs/images/inscribirse/formulario/en/noclosingcost.html This .edu page looks benign, however if you read it, it wont take long to see what appears to be machine generated content related to finance. It has ONLY ONE outgoing link and it to my site. To me it seems to be an attempt to make us look like a link buyer. We aren't! There are dozens of these type of pages linking to us. Spammy Links (from .ru) pointing to my domain! How to deal with it?
Hi all, We run an e-commerce store - I am just looking at the apache logs and I am finding a lot of spammy links that have been referrers to our pages - when I check the links, I cannot find our URL in an HREF on their page so I presume they may be using some country based cloaking? These are the domains that are targeting specific pages on our site:

Link Building using Badges
In light of penguin update, is link building using badges(like "I love SEOMOZ" badge) still considered a white hat tactic? I have read old posts on SEOMOZ blog about this topic and wondering if this method is still effective. Look forward to feedback from MOZers.

User comments with page content or as a separate page?
With the latest Google updates in both cracking down on useless pages and concentrating on high quality content, would it be beneficial to include user posted comments on the same page as the content or a separate page? Having a separate page with enough comments on it would he worth warranting, especially as extra pages add extra pagerank but would it be better to include them with the original article/post? Your ideas and suggestions are greatly appreciated.

Buying Links
Hello, I have talked to many SEO companies about their services and rates. I noticed that all of them will buy thousands and thousands of links once you first join. That is why they always want a start-up fee, so they can purchase the links. I know the best method is doing it the ethical hard way of asking sites to link to them, but I dont have time to do that. I mainly want to know where the SEO companies buy their links from. I am figuring that them buying the links are not negatively affecting the sites or they would lose their clients if they got into black hat links. It must be good inorder for them to keep their clients. I was interested in buying links, but do not know who to trust. Does anyone have a recommendation?

Linking Profile Gone Bad?!
Recently, I was looking over the linking profile for one of our large clients, and I noticed that a ton of spammy links were appearing. I have never purchase any links or done anything shady that would contribute to this large increase in bad links. It appears as though someone is trying to hijack the SEO of this company, and I don't know how to proceed. Currently, they have not been penalized by Google, but I would not be surprised if a penalty is on its way due to the obvious link spam. Is there any way to report this to Google to ensure that no penalties occer? Any advice on the issue is much welcomed! Thanks
