Partial Match Penalty Site - Move Portion & Redirect To New Site

So I have a site that currently has a partial match penalty from google, I have been working to get it removed...Bad SEO basically my site was submitted to a bunch of bad blog networks..Hopefully it gets lifted soon as we remove and disavow links.
That said I was planning on moving a portion of my site to a new site since its not really the focus of the site anymore however still pays the bills. I have also have been building it more of a network of sites..So If I do that and 301 redirect the pages I moved, will the penalty carry? On the current site I planned on using Rel no follow to any links that I may change in the header/menus etc..
Some of these pages I believe have the penalty while others dont. I really just dont want to screw anything else up more then it is?
My biggest fear is that its perceived as a blackhat method or something like that? Any thoughts?

As long as you don't 301 penalized pages / websites to a non-penalized site, you shouldn't have anything to worry about.
However, if you are sure your current site has pages penalized instead of a link penalty (which means that incoming links are not being counted, not that your site is penalized), then you shouldn't 301 anything if you are planning to "start over".
There's been reports from people with penalized sites which moved to another domain and they were able to recover. I would only recommend such a move if you are now working only with your previous customers (existing before the penalty). But if you are still gaining search traffic and customers, then you should consider fixing the issues instead of moving.

Be careful with partial moves. I have got stung before by doing it incorrectly.
Essentially what happens is that all the internal links that link to the select pages you move will count as external links for the brand new pages. This could create a large number of backlinks from menu's footer, sidebar, menu links or any other links and give you a penalty on the new site on the next penguin refresh.

Moving Pages Up a Folder to come off root domain
Good Morning I've been doing some competitor research to see why they're ranking higher than us and noticed that one who seems to be doing well has changed their url structure so that rather than being www.domain.com/product-category/product-subcategory/product-info-page/ they've removed levels so for instance they now have: www.domain.com/product-subcategory/ and www.domain.com/product-info-page/ basically everything seems to come off the root domain rather than having the traditional structure. Our rankings for the product-subcategory pages, which are probably what most people would search for, are just sitting below the first page in most instances and have been for a while I'm interested to know other people's thoughts and if this is an approach they've taken and had good results?

Why Google cached another site, not mine?

Before 8-10 days it was ranked in top 10 from home page but I lost my position and ranking page also changed by Google. Do I need to use meta noindex for my new website before migration?
I just want to know your thoughts if it is necessary to add meta noindex nofollow tag in each page of my new website before migrating the old pages to new pages under a new domain? Would it be better if I'll just add a blockage in my robots.txt then remove it once we launch the new website? Thanks!

Is my SEO strategy solid moving forward (post panda update) or am I doing risky things that might hurt my sites down the road?
Hey all, WIhen I first started doing SEO, I was encouraged by several supposed experts that it was a good idea to buy links from "respectable" sources and as well make use of SEO experimentation offered on Fiverr. I did that a lot for the clients I represented not knowing if this was going to hurt. But now after the latest Google shift, I am realizing that this was stupid and thus deserving of the ranking drops I have received. What am I doing now? *Writing quality articles for external blogs with keyword links back to sites *Taking the above articles and spinning them at SEOLINKVINE to create several articles *Writing quality articles for every site's internal blog and using keywords to link out to other sites that are on different servers - All articles are original, varied and not duplicate content. *Writing quality, relevant articles and submitting them to places like Ezine *Signing clients up for Facebook, Yelp, Twitter, etc so they have a social presence *Working to fix mistakes with onsite issues (mirror sites, duplicate page titles, etc.) *Writing quality keyword-rich unique content on each page of each site *Submitting URL listings and descriptions to directories like JoeAnt, REALS and business.com (Any other good ones that people can recommend that give good link juice?) *Doing competitive research and going after highly authoritative links that our competitors have That is about it... Competitors have local "mirror" sites
I have noticed that some of my competitors have set up "mirror" homepages set up for different counties, towns, or suburbs. In one case the mirror homepages are virtually identical escept for the title and in the other case about half of the content id duplicate and the other half is different. both of these competors have excellent rankings and traffic. I am surprised about these results, does anyone care to comment about it and is this a grey hat technique that is likely to be penalized eventually. thx Diogenes
