What are the first linkbuilding actions I should take?

I am building a couple of brand new websites for myself and a client. I'm operating on a fairly limited budget ~$1000.00 for 3 sites. All 3 are in the life sciences and chemistry field.
If you were me what are the first sites you try to get links from?
Or should I just hire a link building service like Paul and Angela's?
I guess Im looking for specific domains that are a must to get links from.

Thanks Kerry. That was my plan. To slowly build directory listings, then work up to anchor links.

Agreed, as that would seem a little more natrual. After I let one website age, I then used some directory postings -- I knonw alot of people don't like those, but they helped me gradually grow as a next step

Linkbuild on 'new' or 'old' url?
Hi, I'm trying to rank for a keyword. For the last year and 4 months the rank hasn't changed much. It stays on the 3th page. Within this period the rank has first gone down and then up. Three months ago I started doing linkbuilding for the url the keyword was linked to. This is a main category page. Lately, I don't know when exactly I've discovered that the keyword is ranking for a different url, a product category of these items for 1 brand. I'm wondering if it's wise to shift my focus and start using the 'new' url for linkbuilding? The 'old' url isn't in the top 100 for the keyword. However, if you search for the url in Google, it shows up. And, if I'm advised to shift my focus to the 'new' url, is it advisable to go back and change the backlinks to the 'new' url? A question related to the above one, is there another tool like Open Site Explorer which shows you an overview of the backlinks directing to a deeplink? Like MajestickSEO. I'm trying to get the most extensive overview possible. Thanks in advance.

How long it takes to see backlink ?
We are promoting a law related website and I have posted a blog as a guest on a Law related blog which has PR 3 and Alexa Ranking 171.. It's been 3 weeks but when i run a backlink report from OpenExplorer or other tools that i use, i cannot see the link coming through at all. There is no no follow attached. I'd like to continue to post more articles on the same website but i need to make sure i am getting good links from it otherwise i will go somewhere else. However, i need to understand why do i not get links from that blog as it is very reputable and good blog. I appreciate if you can advise please? Thanks!

Concerned about quality of backlinks - should I take action?
I regularly work on websites to which previous SEOs have built questionable backlinks. This morning I've just been analysing some backlinks - found 40 odd were coming from 20 odd websites which all had the same gentleman as personal registrant, who happens to be the boss of an SEO company. The SEO company name is mentioned in registrant details too, and often on the websites in question (including weblinks from some of these 20 odd websites to the SEO company). I did note the IP addresses / hosting for these websites did vary though, as did the postal address of the individual in question, perhaps throwing Google off the scent a bit. I should add that these websites are virtually all tourism related/themed, with up to a few dozen backlinks per page - usually articles. It's very clear they are backlinking to keyphrases. Now, this kinda thing<a></a> sets the alarm bells ringing. Firstly, this looks like an infringement of Google Webmaster Guidelines. Secondly, it doesn't sound like a White Hat technique for building links! Am I correct? I guess it might be denied they are partner pages due to the quality of content, perhaps, which isn't as spammy as it might've been. However, I suggest these are at least paid links because there is no other clear way of getting content on these pages, as far as I can see.<a></a><a></a> Should I demand these backlinks are taken down? What level of risk is posed do you think? I don't want this website to suffer a Google penalty at some point, particularly not after I've started work on it. Linkbuilding help discussion
I've seen a couple of questions about outsourcing linkbuilding. The general tone is that it is a very dangerous practice to select any service or to hire someone without a very thorough vetting of their past projects. This makes sense to me. But my businesses don't have the resources to hire an employee or an established seo firm. I am developing a sound linkbuilding practice from what I learn here at seomoz. The trouble is I just don't have the time to do it to the scale necessary. I can afford to hire an assistant/contractor for $15/hr or less. Would it be a good idea to hire someone from elance or odesk and work very closely with them to make sure they build quality links? Do you think this is better than hiring someone who says they can get me to google #1 for a specific keyword for $100 or so? Does seomoz or anyone else have any recommendations on where to go to find quality help? Thanks

How to have an internal call to action with an anchor that employs the correct internal linking practices?
I wanted to put a call to action in my internal profiles, but I'm not able to get out of the classic "check out" and "learn more" links. Right now the best copy I've been able to come up with is: <nickname>is using StyleJam for his web design portfolio - check out the benefits </nickname> Where "check out the benefits" is a link to my home page. I wanted to understand first of all how important this is, and second what techniques you use for internal calls to action. TIA.

Does google penalize you for linkbuilding in blogs that are non related to the topic of your website? Are there any positive benefits to link building in unrelated blogs?
