How do I handle this 301/indexing mess?

I'm working on a client's site and noticed a brisk drop in rankings. In doing some digging I found that the homepage (domain.com) is 301'd to domain.com/home.html. Here's my problem/questions:
1. domain.com is indexed by Google
2. domain.com/home.html is not indexed by Google
3. both domains have some healthy linking
4. Is the fact that domain.com/home.html impacting rankings?
5. How do carefully handle this situation (ex. redirect domain.com/home.html back to domain.com?)

Why would you redirect the naked domain to home.html? I'd personally would have that home.html renamed to the default page that your server serves as the index, probably index.html and then look if there are any canonical tags in home.html pointing to the named domain + if there are any restrictions for robots to index the page, in the file itself and in the robots.txt file.
If you can provide us with the URL, we would be able to check a little deeper.

Should I disable the indexing of tags in Wordpress?
Hi, I have a client that is publishing 7 or 8 news articles and posts each month. I am optimising selected posts and I have found that they have been adding a lot of tags (almost like using hashtags) . There are currently 29 posts but already 55 tags, each of which has its own archive page, and all of which are added to the site map to be indexed (https://sykeshome.europe.sykes.com/sitemap_index.xml). I came across an article (https://crunchify.com/better-dont-use-wordpress-tags/) that suggested that tags add no value to SEO ranking, and as a consequence Wordpress tags should not be indexed or included in the sitemap. I haven't been able to find much more reliable information on this topic, so my question is - should I get rid of the tags from this website and make the focus pages, posts and categories (redirecting existing tag pages back to the site home page)? It is a relatively new websites and I am conscious of the fact that category and tag archive pages already substantially outnumber actual content pages (posts and news) - I guess this isn't optimal. Will have /index in my url hurt?
I am trying to setup permalinks on a wordpress blog that is installed on iis. I can't update the web.config file so I have to make every page /index/pagetitle. as shown here-http://codex.wordpress.org/Using_Permalinks#PATHINFO:_.22Almost_Pretty.22 How much of a difference is there between no /index and having the /index in there?

Removing UpperCase URLs from Indexing
This search - site:www.qjamba.com/online-savings/automotix gives me this result from Google: Automotix online coupons and shopping - Qjamba

This is because I recently changed my program to redirect all urls with uppercase in them to lower case, as it appears that all lowercase is strongly recommended. I assume that having 2 indexed urls for the same content dilutes link juice. Can I safely remove all of my UpperCase indexed pages from Google without it affecting the indexing of the lower case urls? And if, so what is the best way -- there are thousands.0 -
301s being indexed
A client website was moved about six months ago to a new domain. At the time of the move, 301 redirects were setup from the pages on the old domain to point to the same page on the new domain. New pages were setup on the old domain for a different purpose. Now almost six months later when I do a query in google on the old domain like site:example.com 80% of the pages returned are 301 redirects to the new domain. I would have expected this to go away by now. I tried removing these URLs in webmaster tools but the removal requests expire and the URLs come back. Is this something we should be concerned with?

Indexing issue?
Hey guys when I do a search of site:thetechblock.com query in Google I don't seem to see any recent posts (nothing for August). In Google webmaster I see that the site is being crawled (I think), but I'm not sure. I also see the the sitemaps are being indexed but again it just seems really odd that I'm not seeing these in Google results. SEO seems all good too with SEO Moz. Is there something I'm not getting?

Not allowing me 301 Redirect
I am trying redirect my old site to my new site, both on the same domain. For one reason or another, I am having a hard time redirecting the some of the old urls to the new site. Can a XML sitemap index point to other sitemaps indexes?
We have a massive site that is having some issue being fully crawled due to some of our site architecture and linking. Is it possible to have a XML sitemap index point to other sitemap indexes rather than standalone XML sitemaps? Has anyone done this successfully? Based upon the description here: http://sitemaps.org/protocol.php#index it seems like it should be possible. Thanks in advance for your help!
