E-commerce : 1 site per country or 1 site per language?

I'm working with an European e-commerce; they already have a French website with a .fr domain.
They want to target the Belgium with a .be domain and the Nederland with a .nl domain.
Belgium = 50% dutch, 50% French.
Is it better to do 3 websites, one per country, or 2 websites, one per language ? Thinking to SEO, costs, VAT management, what is your opinion?

I hear the word 'cloak' and I immediately think 'bad'. Are you doing this in some way that won't get a site penalized? I'm genuinely curious.

My suggestion would be to have one site altogether. That is translated into multiple languages (i.e Belgium, French, etc) and have multiple domains. When the domain for the French site is opened into the browser the sites language and currency reflects that of France and the same with Belgium.
You can then cloak the domain to stay as the .fr or .nl whilst the user visits the site. Magento Community Edition supports this with the use of a plugin or two.

I just tried to submit it again to Google and to index it through google search console tool but still not get any results, Can any one help to know what is the reason?? and how can I solve this issue without losing my previous ranked keywords? How to avoid duplication across multiple country domains
Here's the scenario: I have a client currently running one Shopify site (AU) They want to launch three more country domains (US, UK and EU) They want each to be a standalone site, primarily so the customers can purchase in their local currency, which is not possible from a single Shopify site The inventory is all from the same source The product desscriptions will all be the same as well Question: How do we avoid content duplication (ie. how will canonical tags work in this scenario)?

Is it compulsory to use hreflang attribute for Multilingual site? What if I do not use such tag?
Hello Everybody, My main site - abcd.co.uk and other sites are like this se.abcd.co.uk, fr.abcd.co.uk, es.abcd.co.uk etc Now if I donot use hreflang for Multilingual site then google will consider it as subdomain or duplicate site? But content of the sites are in different language. Thanks!

He has a redirect 302 from www.sea-aeroportimilano.it to www1.seamilano.eu/landing/index_it.html. The site has also an english version (www1.seamilano.eu/landing/index_en.html).Do you think it's the right setting? Optimizing for 3 international sites, how to avoid getting into trouble
Hi Guys As a newbie, I want to avoid any penalties or mistakes as possible that will be due to unknown and have taken some steps to educate myself around international sites and multiple domains. our aim was to target new zealand first and then branch out. Whilst we are pondering the NZ site and writing fresh unique articles for the site and the blog. And besides making the currency, language more relevant to these domains, is there anything else I could work on? I thought about making the meta tags different for the home page and adding Australia etc If we are going to spend time growing the site organically I thought I would make the most of spending the time growing all three together.... Any recommendations on how to get started and optimize the 3 alot better? Thanks

How to handle rel canonical on secondary TLD's - multi regional sites.
I currently have a .com domain which I am think of duplicating the content on to another tld, CO.UK (and regionalize some aspects like contact numbers etc). From my research, it seems that in gwt you must then indicate which country you wish to target, in the co.uk case the UK. My question is how should I handle rel canonical in the duplicated site. should it rel canonical back to the .com or the co.uk? Any other pointers would also be appreciated. Thx
