On-site duplication working - not penalised - any ideas?

I've noticed a website that has been set up with many virtually identical pages. For example many of them have the same content (minimal text, three video clips) and only the town name varies. Surely this is something that Google would be against? However the site is consistently ranking near the top of Google page 1, e.g. http://www.maxcurd.co.uk/magician-guildford.html for "magician Guildford", http://www.maxcurd.co.uk/magician-ascot.html for "magician Ascot" and so on (even when searching without localisation or personalisation).
For years I've heard SEO experts say that this sort of thing is frowned on and that they will get penalised, but it never seems to happen. I guess there must be some other reason that this site is ranked highly - any ideas? The content is massively duplicated and the blog hasn't been updated since 2012 but it is ranking above many established older sites that have lots of varied content, good quality backlinks and regular updates.

Egol is right - pages like this can persist in quieter niches, especially if there are not a huge number of other results to take the thin results' place. I notice that this guy's page for London has a lot more content, probably indicative of the fact that the competition for rankings and business is a lot higher in London than it is in surrounding areas.

(My Experience) I am having the exact same problem currently,
It is an absolute nightmare being outranked by a poor site, with poor content and a poor user experience,
However through Moz advice i have been told to keep doing what we are doing publishing quality content the right way and focus on the quality of your website, making improvements,building links and you will be rewarded,

Google has been killing sites with lots of cookie-cutter pages for at least 8 to 10 years. In busy niches they get killed quickly. In sleepy niches they can persist a lot longer.
For years I've heard SEO experts say that this sort of thing is frowned on and that they will get penalised, but it never seems to happen.
Those experts are right nearly 100% of the time. These sites rarely survive today. So, I think that your use of the term "never seems to happen" is because you are frustrated with this guy.
On rare instances, I see a site like this persist in the SERPs of a sleepy niche for years and years. They often have a lot of people talking about them, giving them lots of social attention, citations, mentions, etc. I believe that may have something to do with why they survive.
Have you seen this guy perform? If you haven't, maybe you should.

The main URL of my website https://new-waves.net/ had been completely removed from Google search results! without getting any messages or Manual Actions on search console ?? but I'm still can find some of my site subpages in search results and on Google local maps results when I tried to check it on google

100% of all ranked keywords >> my site URL new-waves.net had been completely removed from all results! but I'm still can see it on maps on some results I never get any penalties to my site on Google search console. I noticed some drops on some keywords before that happens (in June and July) but it all of it was related to web design keywords for local Qatar, but all other keywords that related to SEO and digital marketing were not have any changes and been on top My site was ranked number 1 on google search results for "digital marketing qatar" and some other keywords, but the main URL had been removed from 100% of all search results. but you can still see it on the map only. I just tried to submit it again to Google and to index it through google search console tool but still not get any results, Recently, based on google console, I found some new links but I have no idea how it been added to links of my website:

PDF Sharing sites - scribd/dropbox/edocr/etc Cleaning Up SEO History
Howdy, Whilst in the process of cleaning up a new clients seo profile and have encountered a lot of techniques I am uncomfortable with and in my opinion should be removed. One technique I have not seen before is using a load of pdf sharing and video sites. The domains have high DA ratings, but to me the intention is highly questionable. Site De-Indexed except for Homepage

Our site has suddenly been de-indexed from Google and we don't know why. All pages are de-indexed in Google Webmaster Tools (except for the homepage and sitemap), starting after 7 September: Please see screenshot attached to show this: 7 Sept 2014 - 76 pages indexed in Google Webmaster Tools 28 Sept until current - 3-4 pages indexed in Google Webmaster Tools including homepage and sitemaps. Site is: (removed) As a result all rankings for child pages have also disappeared in Moz Pro Rankings Tracker. Only homepage is still indexed and ranking. It seems like a technical issue blocking the site. I checked for robots.txt, noindex, nofollow, canonical and site crawl for any 404 errors but can't find anything. The site is online and accessible. No warnings or errors appear in Google Webmaster Tools. Some recent issues were that we moved from Shared to Dedicated Server around 7 Sept (using same host and location). Prior to the move our preferred domain was www.domain.com WITH www. However during the move, they set our domain as domain.tld WITHOUT the www. Running a site:domain.tld vs site:www.domain.tld command now finds pages indexed under non-www version, but no longer as www. version. Could this be a cause of de-indexing? Yesterday we had our host reset the domain to use www. again and we resubmitted our sitemap, but there is no change yet to the indexing. What else could be wrong? Any suggestions appeciated. Site Search external hosted pages - Penguin
Hi All, On the site www.myworkwear.co.uk we have a an externally hosted site search that also creates separately hosted pages of popular searches which rank in Google and create traffic. An example of this is listed below: Google Search: blue work trousers (appears on front page of Google) Site Champion Page: http://workwear.myworkwear.co.uk/workwear/Navy%20Blue%20Work%20Trousers Nearest Category page: http://www.myworkwear.co.uk/category/Mens-Work-Trousers-936.htm Could this be a penalisation or duplication factor? Cross-Site Links with different Country Code Domains
I have a question with the penguin update. I know they are really cracking down on "spam" links. I know that they are wanting you to shift from linking keywords to the brand name, unless it makes sense in a sentence. We have five sites for one company in the header they have little flag images, that link to different country domains. These domains all have relatively the same domain name besides the country code. My question is, linking these sites back and fourth to each other in this way, does it hurt you in penguin? I know they are wanting you to push your identity but does this cross-site scheme hurt you? In the header of these sites we have something like this. I am assuming the best strategy would probably be to treat them like separate entities. Or, just focus on one domain. They also have some sites that have links in the footer but they are set up like:

Feedback on link building idea
We came up with this idea at work for a client but before I initiate it I was wanting to get feedback on if this would be considered whitehat and alright to use. It is for an ecommerce site. On the order confirmation and thank you page (not email cause they are on some old system that does not send out emails) we are wanting to put a thank you for your order message and continue with a statement about how they can save money on future purchases with a link that takes them to a page with info on how to do so. That new page will have info about linking to the site from a blog or website. And will say if you link back to us and send us an email with that link as proof we will give you a promo code for your next purchase. Is this alright?

Getting sites unbanned in bulk
Prior to the Panda update we had 1 main site, and 300 or so satellite sites. The satellite sites all had an identical template with identical content. The satellite sites all got flagged, and the main site persevered. We'd like to TRY to get all of these sites unbanned in bulk. My question is...how 'DIFFERENT' should these sites be? I know that a real google employee will be looking. All of these sites will be in the same industry...so how 'different' can the content really be? I am going to try to do this in sets of 10 and purchase a different template for EACH city/satellite site, as well as having varying categories, but realistically how doomed/successful do you think this endeavor will be? Any advice? realistic timeline?
