Looking for a trusted link building service

Can anyone recommend a service to build quality links to our site and work with us on a content strategy, preferably UK based? We have recently recovered from a link penalty and whilst this has been removed we now need to re-build a quality bank link profile.
I've looked into the Moz recommendations but not many seem to be based in the UK or if that doesn't matter then I'd be interested to know people's experience. Basically, since the penalty we've become very nervous about link building even though we didn't necessarily create the problem!
As a small team we've looked to outsource this and have looked at VA's but not confident the links they will achieve will be of good quality

I think this depends on your budgets, if you have the money then like hemblem5 said, companies like Distilled are a possible place to look into, however if you are running on a shoe string or have the ability to do it internally, I would suggest performing the out reach yourself, after all you know your own market better than many companies on the oustside who may claim they can get you lots of "great authority" links.
By Performing the out reach and link building yourself you will be able to regulate the speed at which you build up your new links (slow and steady) and also with additional research have better insight into the kind of relevant good quality content sites you wish to approach and be associated with.

Spam Link Building Discovered - What would you do?
Hi Mozers, After investigating our no 1 competitor we have discovered their 87k back links comparing to ours 1k. After dipper investigations we discovered that all the back links are gained by the websites created by themselves. So what they did is - they had purchased 10+ domains and created 10+ new websites that are identical as their original .com version. EVERY SINGLE LINK on these 'new' websites link to their .com version. The 'New' websites are not indexed. Literally each of us can do the same and gain thousands of back links, but isn't it violating google's policy? What are your thought on it? DA vs PA when building links
When building links to your site from other sites, what is more important or what weights more heavily? Say a site has a DA of 20 and PA of 34 for that page I want a link from. Say another site has the revese, a DA of 34 and a PA of 20. All things being equal, which site's link to me would be better? The one with a higher DA or the one with a higher PA for the on the specific page I would get a link?

Best Methods - Link Building
We are having more and more "new" customers coming to us who have been hit by various algorithms imposed by google. After we have run a site health check and corrected everything, we plan and come up with a link development plan which suits the clients needs. Much of out link development work is safe comprising of; 1. Guest Blog Posts - where we develop creative content with the customer to publish. 2. Industry blog posts - where bloggers write about i.e. "the company" 3. Social media - posting pictures, commenting on forums, etc 4. Paid directories with authority We don't develop links in any other way and it brings results in the long term. Is anyone out there doing something else? How long does it take for spam link building to take effect?
I saw a recent surge of a low quality website to the top of SERPS, and looking at the link profile is almost 5,000 newly acquired linking RD's, with a total of over 49,000 links. I looked at a bunch of the links and they are super spammy (foreign language, way unrelated and out of context, spam sites with garbage content, pages of paid links to the websites subpages, etc). My question is, how long does it take for Google to recognize this and penalize this shady site?

A few questions about link building?
1. Is it worth gaining more then 1 link on a website when link building, for example if I did a guest post on a blog, is it worth doing another guest post on the same blog linking to the same website? So 2 guest posts on 2 blogs, or 4 guest posts on 4 blogs? 2. When building links through guest blogging, you have two options, a link in the byline and a link in the content. Will a link in the content have more benefit then in the byline as its surrounded by relevant content? 3. Does having a link higher up the page have more benefit then one lower down?

Link Building....confused!
Hi Guys, I'm after some advise please. We have a client who offers self catering accommodation to let on his website. We are looking at ways to increase links to his site and one idea we had was to possibly affiliate ourselves with local companies within the areas of the specific accommodation. Our client is looking to partner with local business's in each area of said accommodation (probably two of each kind) and then send the details of these business' with whatever special deals they will offer customers on every confirmation that goes out to the clients. Obviously, in return, these business' will then link to Room-B. What I'm trying to find out is if linking to partners via an email delivered from thewebsite is safe in terms of link juice: it's important that Google doesn't index any outbound links to partners from us at all. Any advise would be greatly appreciated! Thanks
