Webmaster tools content keywords conundrum

I'm working on optimising a phrase that is made up of two words. I've noticed in webmaster tools that the two words are listed separately under the content keywords section. This is fine apart from the two words are listed at very different significance levels, 2 and 18.
Drilling deeper it shows that both these words have two variants. The word in position 2 occurs 483 times and the word in 18 occurs 60 times.
Sadly the phrase is commercially sensitive as I'd like to just be able to share it here but can't.
Should I be looking to include the weaker word more frequently on the site? In anchor text? Or is this normal distribution? Would optimising the weaker word risk the wrath of Panda?

It's kind of hard to understand this situation but Ill take a crack.
Dont worry about Panda as long as you aren't one of those that squeeze the same grammatically wrong keyword phrases, over and over and over. Optimize the new content for the weaker words -> include those target key phrases -> internally link to the main page you want those to be optimized.

Content hubs vs blog
Hey all! I work for a large healthcare company. We're in the planning stages of redesigning our website, and the question came up of whether we needed to continue with the patient-focused blog at all when we could simply incorporate the blog articles into the service lines they best fit with (i.e. an article about feeding babies solid good would go under the pediatrics section of the website instead of the pediatrics section of the blog).Anybody have an opinion/insight on whether the articles would get better rankings being dispersed to the services sections of the website instead of concentrated on a blog? Or would good internal linking make the whole question moot?Thanks!

Are Meta Keywords Still A Thing?
Hey all! First post on here, forgive me for being an SEO newb. Are meta keywords still a thing? Here's why I ask, I read this article from back in 2009 that said they are absolutely not a ranking factor anymore: https://webmasters.googleblog.com/2009/09/google-does-not-use-keywords-meta-tag.html However, in doing some research on our competition, I found that the top result for "Financial Advisor in Colorado Springs" was this company: http://www.strasbaughfinancial.com/ Honestly, the site seems to be doing everything opposite of what I read to do. It isn't even mobile responsive! With the Moz Bar, I found that no links pointing toward it. Not one video on the site (there is a link to a welcome video but the link is broken!!), no blog or regular content updates, no keywords in the H1 or H2 tags, page titles, etc. The website looks old and, frankly, terrible. Really I’m stumped how this can be ranking so high for so many competitive keywords. Then I realized that they stuffed tons of keywords in the meta description and meta keywords. From what I can tell, this is the ONLY intentional SEO strategy they used. Am I missing something? Are meta keywords still a ranking factor and THAT important?

How we can rank two keywords
Here is my example. I developed a property inspection app, where the keyword I try to rank is property inspection app, and property inspection software. Property Inspection Software got slightly more traffic than app. I would like to rank both of this keyword high for my main website, but there is only one title, one H1 tag I can use to have keyword, where if I use "App" there is no way to have "Software" on the title, etc. How can I deal with such a case? Any help will be appreciate.

Content in Tabs
I speed read an article recently and forgot to save it regarding Contents on a page in tabs. Is it correct that now Google is rendering the entire page it's better not to have content in tabs hidden by Javascript? As it stands at the moment, we've got the tabs set-up so that the main part of the page containing the keyword rich text is in a tab and not the first thing presented to the user

Keyword Stuffing Issues
Hi Folks, At this URL https://purplegriffon.com/courses/project-management/prince2 as an example, you can see that I am outputting all course dates in a table. Each table row contains information regarding the specific course such as start date, duration, location but also course title. In the course title it will obviously contain the keyword, in this example that is 'prince2'. So my question is this. As the MOZ on-page grader indicates that I am keyword stuffing (even though I receive an A grade) will Google be clever enough to know that I am displaying a table of events for PRINCE2? Or will it class the page as containing too many keywords? Each event links to a specific event page for that event, so is unique. I am interested in hearing the thoughts of the community on this. To enter keyword meta tags or to not enter keyword meta tags?
I've been doing SEO for awhile, but new to SEOMoz. I'm surprised that SEOMoz does not recommend keyword meta tags. I didn't enter them for the longest time because I know Google doesn't care about them. However, I did read that other search engines DO use them. And therefore that is why you should have them. I teach my customers about SEO, and I know it would be much easier for them not to enter or worry about the keyword meta tags. However, I would love to hear opinions here. And to Bing/Yahoo put any weight into them or is it only really small search engines? Thanks! Hilary

Google webmaster tools data update frequency?
What is the lag time for changes to a site to be reflected in Google webmaster tools Diagnostics section? They pointed out some duplicate titles which I fixed a week ago and yet they still show up as an HTML Suggestion. What has your experience been with making changes and then seeing them reflected in the HTML Suggestions section? My site is crawled every day, including the pages I have updated with new titles. Seems like it takes a while for the data to trickle into Webmaster tools, no?
