SEO Effect of Outbound Links

Greetings MOZ community:
What is best practices when it comes to creating outbound links to other websites? Will adding such links improve the MOZ domain authority of my site? How many outbound links should be added to each page?
For example I run a commercial real estate web site in New York. About 20 pages are written about neighborhoods. If several outbound links are added to each neighborhood page, and these links point to pages that provide further information about that neighborhood, will my neighborhood pages where the links originates from see improved ranking (or ranking potential)?
Are these outbound links a critical SEO factor?

I agree with Don. Google ultimately wants to see that not only are you an authority in your field, you go out of your way to give your visitor as much information as you can by means of linking to further resources. Although personally I would avoid just dumping in Wikipedia links as they can be viewed as thinly veiled lazy links.

Important snippet from Matt Cutts's blog: "A: I wouldn’t recommend closing comments in an attempt to “hoard” your PageRank. In the same way that Google trusts sites less when they link to spammy sites or bad neighborhoods, parts of our system encourage links to good sites."A good take away, he is point blank saying good links make you look good.

Footer no follow links
Just interested to know when putting links at the foot of the site some people use no-follow tags. I'm thinking about internal pages and social networks. Is this still necessary or is it an old-fashioned idea?

Site wide links - should they be nofollow or followed links
Hi We have a retail site and a blog that goes along with the site. The blog is very popular and the MD wanted a link from the blog back to the main retail site. However as this is a site wide link on the blog, am I right in thinking this really should be no follow link. The link is at the top of every page. Thanks in advance for any help

Shell we provide dofollow outbound links from our website?
Hello, I am little confused about providing dofollow links from our website. We have a social shopping website where users can create catalog of their favorite products by bookmarking them from other websites, so our website might have thousands of outbound links. Now the confusion is whether we should have these links "nofollow" or "dofollow"? As per my understanding dofollow links will pass juice to other websites but on the other hand it might benefit us as well, sellers might come and bookmark their products for getting dofollow links. I read somewhere that if we have quality outbound links around a topic, google treats us as hub for that topic. But I am not clear if we will get this advantage only when these links are dofollow? Please help.

Spam Links? -115 Domains Sharing the Same IP Address, to Remove or Not Remove Links
Out of 250 domains that link to my site about 115 are from low quality directories that are published by the same company and hosted on the same ip address. Examples of these directories are: -www.keydirectory.net -www.linkwind.com -www.sitepassage.com -www.ubdaily.com -www.linkyard.org A recent site audit from a reputable SEO firm identified 125 toxic links. I assume these are those toxic links. They also identified about another 80 suspicious domains linking to my site. They audit concluded that my site is suffering a partial Penguin penalty due to low quality links. My question is whether it is safe to remove these 125 links from the low quality directories. I am concerned that removing this quantity of links all at once will cause a drop in ranking because the link profile will be thin with only about 125 domains remaining that point to the site. Granted those 125 domains should be of somewhat better quality. I am playing with fire by having these removed. I URGENTLY NEED ADVICE AS THE WEBMASTER HAS INITIATED STEPS TO REMOVE THE 125 LINKS. Yoast Seo Plugin
When I view html code of our website, I see this from yoast plugin this. I guess there is really something wrong, especially the page 2? Why so many meta? How does a competing website with clearly black hat style SEO tactics, have a far higher domain authority than our website that only uses legitimate link building tactics?
Through SEO Moz link analysis tools, we looked at a competing websites external followed links and discovered a large number of links going to Blog pages with domain authorities in the 90's (their blog page authorities were between 40 and 60), however the single blog post written by this website was exactly the same in every instance and had been posted in August 2011. Some of these blog sites had 160 or so links linking back to this competing website whose domain authority is 49 while ours is 28, their Moz Trust is 5.43 while ours is 5.18. An example of some of the blogs that link to the competing website are: http://advocacy.mit.edu/coulter/blog/?p=13 http://pest-control-termite-inspection.posterous.com/\ However many of these links are "no follow" and yet still show up on Open Site Explorer as some of this competing websites top linking pages. Admittedly, they have 584 linking root domains while we have only 35, but if most of them are the kind of websites posted above, we don't understand how Google is rewarding them with a higher domain authority. Our website is www.anteater.com.au Are these tactics now the only way to get ahead?

Image Links Vs. Text Links, Questions About PR & Anchor Text Value
I am searching for testing results to find out the value of text links versus image links with alt text. Do any of you have testing results that can answer or discuss these questions? If 2 separate pages on the same domain were to have the same Page Authority, same amount of internal and external links and virtually carry the same strength and the location of the image or text link is in the same spot on both pages, in the middle of the body within paragraphs. Would an image link with alt text pass the same amount of Page Authority and PR as a text link? Would an image link with alt text pass the same amount of textual value as a text link? For example, if the alt text on the image on one page said "nike shoes" and the text link on the other page said "nike shoes" would both pass the same value to drive up the rankings of the page for "nike shoes"? Would a link wrapped around an image and text phrase be better than creating 2 links, one around the image and one around the text pointing to the same page? The following questions have to do with when you have an image and text link on a page right next to each other, like when you link a compelling graphic image to a category page and then list a text link underneath it to pass text link value to the linked-to page. If the image link displays before the text link pointing to a page, would first link priority use the alt text and not even apply the anchor text phrase to the linked page? Would it be best to link the image and text phrase together pointing to the product page to decrease the link count on the page, thus allowing for more page rank and page authority to pass to other pages that are being linked to on the page? And would this also pass anchor text value to the link-to page since the link would include an image and text? I know that the questions sound a bit repetitive, so please let me know if you need any further clarification. I'd like to solve these to further look into ways to improve some user experience aspects while optimizing the link strength on each page at the same time. Thanks!

Link Request Email on Site`s Link Pages
Hello I have assembled a list of web-sites that have "Links" section that has a list of persons` favorite tools. Those pages have a link to my competitor. I know my tool is just as good if not better and want to request a link. I`m thinking of sending an email asking for a link and offering a small amount of money for it. Questions: A) How much should I offer? Should I offer anything at all B) Is there an email style that someone can suggest that has been tested and proven to work for this type of situtation?
