Can 410 links trigger a penalty?

Hi! This is a follow on question from my other post - http://moz.com/community/q/site-dropped-after-recovery.
As mentioned there, I've ad a manual penalty revoked for http://www.newyoubootcamp.com/. This came after the forum was hacked and some poor quality SEO was done. We've managed to clean a large amount of links, but ones such as http://about1.typepad.com/blog/2014/04/tweetdeck-to-launch-as-html5-web-app-now-accepting-beta-testers.html (anchor is "microsoft") are still being found and indexed.
My question is that although the forum is now 410'd, can these junk links still be causing any harm? A huge amount have been disavowed, and many others taken down after a manual outreach campaign, but still others are appearing. The site is performing poorly in search despite having a much better domain authority, driven by largely great links from national newspapers, than its competitors, as well as solid user metrics such as a bounce rate of 30% and few on-site issues. This makes me think it must be the link profile.
Any advice would be much appreciated.

Great. Also remember that the disavow tool only uses the latest list you send in, "Note: Uploading a new file will replace all previously uploaded ones." from: https://support.google.com/webmasters/answer/2648487, so make sure that the list you send in last is the most complete list you have.
In general, I try to get a site's referral traffic up if it's not a healthy percentage of their site's visits, so if the PR company is providing that as well via their placements then they're really doing well. Cheers!

When disavowing links, you can also disavow by domain, like: about1.typepad.com... This can help speed up the process in some cases.
The work you've done currently seems in order. 410 is fine to use per Cutts himself: http://searchenginewatch.com/sew/how-to/2340728/matt-cutts-on-how-google-handles-404-410-status-codes.
Has the press come before or after the problem with the spam? It'd be nice to get a similar amount of press as link recency plays a part too.

Too many on page links
Hi I know previously it was recommended to stick to under 100 links on the page, but I've run a crawl and mine are over this now with 130+ How important is this now? I've read a few articles to say it's not as crucial as before. Thanks!

Linking to External Websites?
Is it good to link external websites from every page. Since, the on-page grader shows there should be one link pointing to an external source. I have a website that can point to an external website from every page using the brand name of the specific site like deal sites do have. Is it worth having external link on every page, of-course with a no-follow tag?

Google Manual Penalty - Unnatural Links
Hi, We are in the process of trying to remove a partial manual penalty for unnatural links. I would like to do a complete link audit of our site, where can I get complete data on sites linking to my website? Webmaster tools only appears to show the top 1000 domains. Thanks

Are Links from Homepage safe?
I have the option of getting a link from 2 websites home pages. My site is a financial service website. I want to know if it is safe to do so. The first site is a hotel site, so their content has no relation to my site And the second is a Google News website about finances They have offered me a section in the sidebar to have a sentence or 2 about my site with a link. Can you tell me would these be safe to get? I don't want to be hit by any penalty

Can penalties be passed via 301 redirect?
I have a well established domain that's been hit with some penalties. It hasn't been nuked off the map, just downgraded, especially on short-tail, one word type queries. I'm planning on redirecting this domain to another well established domain. The domains already have a history of lots of interlinking and are very similar from a subject matter standpoint. I feel that the penalized domain has been hit with an "over-optimization" of link anchor text penalty (I'm hoping it's algorithmic, but it could be manual). My question is if anyone has ever heard of a penalty like this being transferred to another domain through a 301 redirect. My hope is that the penalty just puts a cap on how much juice the redirect can pass, rather than transferring the penalty to the other domain itself. Any thoughts on this?
