I am looking for information on how to develop a link building strategy...
I am wondering if its a good to go through a list of directory sites ( which I do not currently have)...
Does anyone have a list?
Do people set targets for the amount of links they wish to get?.

Thanks for your response. The list I have have been given above has good quality moz stats for most of the domains. I would not consider that a spammy list.
I read the guide to link building and found it hard to relate to. I am a little confused with this whole link building subject

Highly recommend against using lists like these. They are likely low-quality, bad, or spammy places to put links. This is exactly how sites get hit with Penguin penalties.

We highly recommend against lists of sites to put links on. They are typically of bad or spammy quality. And Google gives out penalties for bad links.

Link Building - Where to start and how long to see results
Been working a lot on on-page seo and it mistifies me to observe that when i get A's constantly for search terms for on page but im not on the first 10 pages of Google compared to a competitor on page 1 with on page reports of C, D and even E! So, a lot of hard work "on page" does not equal to a lot of hard work which is obviously link building. my domain and page authority is only 18 and 27 whereas the main competitors are 50's and 60's. Hi, If i hire a SEO company, what kind of links they will build for me. If anyone own a seo company can you let me know.My question is if i create a new website, what kind of link building techniques should i use other than, articles, press releases, social bookmarking, directories. As i am competiting with very tough competition. I have analyzed my competitors and they bought sitewides which are paid ones. Outsourced link building?
My company is looking at outsourcing part of our SEO - some supplementary link building to boost some deep links. What does the SEOmoz community think of outsourcing link building? Every company that I've researched seems to employ very low quality techniques, which ends up with a bunch of spammy/sidebar/links page/comment links. Are there companies that specialise in high quality link building? We would definitely be looking for people that would do things like write engaging guest posts, etc, rather than spamming our brand across the internet. Are there any lessons that you've learned that you can share with me?

Link Building Strategy - Please Give Feedback
Hi, I"m moving forward with link building for nlpca(dot)com and here's my plan I know my industry, keywords, and this site very well so I'll start by: Analyze Top content for top 10 competitors and see where the links are currently going. I'm assuming a competitor is someone similar to me and not sites like wikipedia in this case Make a spreadsheet for all of the worthwhile links that I find by using OSE and the top 10 competitors, places where if we're good enough we can get a link on that page. See what they're linking to Use (1) and (2) to discover what stelllar targeted content to build Use infographics, a blog, and articles to build targeted content to request a link from the people in (2) building out facebook, twitter, and Google +1 for the site is coming too. Your thoughts? I'm completely open to improvements via feedback.

Link Building PR versus topic
Regarding link building, what counts the most in terms of PR and relevance(topic). Is it whether, the link comes from a domain/page with high domain/page rank or that the link come from a domain with similar/relevant content? I know, we should always aim to get links from domains with both relevance and good page rank. But which is most important? For example: If we have a web site about swiss made watches. Should i focus on getting links from other domains with information about swiss made watches. Or can i achieve just as good link juice, by getting links from un-related web sites with high PR? We will of course get more qualified traffic from related domains. But from a pure search ranking, what plays the biggest factor?
