Launching a new website. Old inherited site cannot be saved after lifted penalty. When should we kill the old site and how?

Background Information A website that we inherited was severely penalized and after the penalty was revoked the site still never resurfaced in rankings or traffic. Although a dramatic action, we have decided to launch a completely new version of the website. Everything will be new including the imagery, branding, content, domain name, hosting company, registrar account, google analytics account, etc.
Our question is when do we pull the plug on the old site and how do we go about doing it? We had heard advice that we should make sure we run both sites at the same time for 3 months, then deindex the old site using a noindex meta robots tag.We are cautious because we don't want the old website to be associated in any way, shape or form with the new website. We will purposely not be 301 redirecting any URLs from the old website to the new.
What would you do if you were in this situation?

My site got a revoke in May 2013 and took until the refresh in Oct 2014 for it to show recovery in SERPS
One way around this is to use hreflang and set your main site to x-default and create a new site that targets your main language.
Basically set your new domain to hreflang "EN" and you should see an instant recovery!

Branded domains tend to do better than exact match domains, especially as search engines crack down on exact match. Just something to consider. Here are some best practices from Moz.

No, the old domain name is not branded. Just curious why you ask?
Alright so since we are not migrating the site, flipping the switch on the new and shutting down the old will be fine to do?

Is the old domain a branded domain?
You can play the waiting game for a few months if you're ultimately going to kill off the site and noindex it.
If you're not migrating the site, you should be fine.

I apologize if I didn't explain the original scenario clearly. Even though we were able to have the manual action penalty lifted for the old website, we were never able to see rankings for our main keywords appear again. The website never fully recovered from the penalty. We had waited months after the penalty had been revoked but no progress in the rankings were made.
Although a drastic measure to kill the site, we decided that the old website was forever tarnished (and the client didn't want to keep pumping money into trying to revive the website) so we wanted to start fresh.
The point of the new website is to be in no way associated with the old. Are there any precautions or steps that we should take when launching the new website and shutting down the old? Should we literally flip the switch on the new site and then close down the old? Our biggest concern is that Google is going to pass on the poor reputation of the old website to the new one.

I would first go through a backlink audit and change any old valuable URLs to the new domain you are choosing to develop.
I would also go through a content audit and update, consolidated, or remove any content based on the criteria in the resource.
From there, I would do a local SEO audit to make sure your citations and listings are upto date and contain correct information.
I do have to ask, why if the site is no longer penalized are you trying to completely sever ties from it? Just wondering.

The old site is actually still the current site and it's not generating much revenue at all. The new site is still in development.

Indexed Pages Different when I perform a "site:Google.com" site search - why?
My client has an ecommerce website with approx. 300,000 URLs (a lot of these are parameters blocked by the spiders thru meta robots tag). There are 9,000 "true" URLs being submitted to Google Search Console, Google says they are indexing 8,000 of them. Here's the weird part - When I do a "site:website" function search in Google, it says Google is indexing 2.2 million pages on the URL, but I am unable to view past page 14 of the SERPs. It just stops showing results and I don't even get a "the next results are duplicate results" message." What is happening? Why does Google say they are indexing 2.2 million URLs, but then won't show me more than 140 pages they are indexing? Help, no organic traffic recovery after new site launch (it's been 6 months)!
I worked with a team of developers to launch a new site back in March. I was (and still am) in charge of SEO for the site, including combining 4 sites into 1. I made sure 301 redirects were in place to combine the sites and pretty much every SEO tactic I can think of to make sure the site would maintain rankings following launch. However, here we are 6 months later and YoY numbers are down -70% on average for organic traffic. Anyone mind taking a look at http://www.guestguidepublications.com and seeing if there's a glaring mistake I'm missing?!?!?! Thanks ahead of time!

Site Structure - Is it ok to Keep current flat architecture of existing site pages and use silo structure on two new categories only?

Consolidate Local sites to one larger site
I am a partner in a real estate company that operates in 10 different markets across the country. Each of these markets has it's own individual domain. My question is should we consolidate each of these markets into one domain that services all markets? What would we possibly gain or lose from an organic traffic standpoint? In some of our more established markets (Indianapolis, Las Vegas, Tampa, Orlando and Charlotte) our organic traffic accounts for 50-60% of our total traffic. In some of our newer markets (Denver, Phoenix, San Diego) it accounts for less than 15%. We do operate under two different brand names. EasyStreet Realty and Highgarden Real Estate. EasyStreet has been around since 2000 with most of our Highgarden sites only up for 6-24 months. Another question is we are considering converting all EasyStreet divisions to Highgarden. I am a little reluctant to do so, since most of our organic traffic is coming from our EasyStreet sites. Thoughts? Redirecting 2 aged site to brand spanking new one
Does 301 redircting 2 aged domain to a new one have a compounding effect? Ive redirected domain #1 to teh new site and my new domain has now jumped to position 6 on Google for the keyword. I have noticed that the sites above me are all aged domains and some with very few backlinks. Number 1 is 4 years old and 20 backlinks, thats it! I am wondering, if I redirected a 11 year old domain that is in the same niche, but never really targeteed that same keyword, would that bump my site even higher? Obviously i am building quality backlinks to the new domain and making sure these are hard to get high quality backlinks. Thanks for your help guys

Looking for guidance on transferring and incorporating content from a purchased website into an existing website
One of my client’s recently purchased a competitor’s website, and we would like to transfer the content from the competitor’s website (http://www.wilson-hardness.com) to our client’s existing website (http://www.buehler.com); at the same time we want to minimize loss in keyword rankings the competitor’s website has established. The two websites work in similar fields: one measures and offers products in scientific measurement and analysis of various materials. The other website offers products that are in similar field: hardness testing equipment. Looking for suggestions on how to proceed or recommended reading on the topic. Local + National seo for a new website
Hi, Look for idea for a website owner selling training courses on painting , he wants to be ranked locally first but also national on google Serp (only one physical address available). His domain name is rather a branded one (no kw in it), and the website is recent (1 year) . An audit will be focused on competitor rankings to find niche KW. I 'd advise : - For local : optimized Google address listing + local business directories + optumized page with local emphasis (shema.org ..) For national : to make unique relevant content pages with keywords geographically targeted (according audit), for instance for a specific town, to include terms related to this particular local market etc.. 1/ What 's else could i suggest to start a national ranking ? 2/ Have you heard of a tool to make distant queries on Google ? New sites what is the first things to do?
Hi Guys, If you have a baby of a domain which is only a few months old what should be the priorty for getting establish once all the on site stuff has been done?
