GWT Lists URLs with links to my site, but those URLs don't have links to my site

There are a number of URLs that show up for my website in Webmaster Tools as having links to my site when in fact they don't. I know this to be a fact because I actually wrote some of the sites that Google is saying are linking to my site and I know there isn't any links on the specific pages to that site.
For example, the site in question is: https://www.liftproducts.com/
As an example, Google is saying that about 100 URLs from https://www.lift-tables.net/ are linking to it when, I'm fairly confident that there is only 1 link to it found here: https://www.lift-tables.net/info.php?countrytabs=3 Yet Google says links exist on this (and many more) page:
https://www.lift-tables.net/liftproducts/max-lift/lpt4w-030-48.php
I thought at first it might have been due to linking to a image file directly instead of locally hosting it, but after checking the source, that's not the case. I am also seeing this type of non-linking being reported on sites I have no clue what they are. For example, some Spanish site about tandem bicycles is being listed as linking to liftproducts.com:
http://206-225-85-34.dedicated.abac.net/tandem/inc
Yet I can find no evidence of an actual link existing. Am I missing something here? Any insight of why this is happening and how I can clean up my link signature would be appreciated.

This is likely just a lag issue. I have found GWT's to be very, very slow at reflecting changes such as links that were there and are not anymore. There may have been a link there the last time that page was crawled and GWT just hasn't crawled since the link was removed.

Ugh content! I don't get it
Everyone on this website says the proper way to build links is with great content. I don't get that because I am trying to build links for a classified ads website and there is no "great content" for any of the classified ads websites. None of them have blogs or any content other than the stuff people are selling. When I look at my competitors inbound links using open site explorer, they are all junk. Most of the links listed in open site explorer are dead /broken links and the ones that are not dead links are spammy, low quality links including many link exchanges. So, I don't get the "great content to build links" route because in my vertical it's not being done. Suggestions on how to build links in this situation?

What are some Boilerplate Link-Building Activities for a new site?
Assuming you have built a new sophisticated site that involves high user engagement as in bounce rate < 30% sophisticated genuine content (pages > 2000 chars) best possible site speed what are some of the boilerplate link building activities you would execute under which considerations? Activities: I am thinking of things along the lines of building X social media links using a fiverr submission to curated link directories reach out for high quality links with thought leaders etc Considerations: I am thinking of things along the lines of keep a constant link gain velocity over the first 3 months make sure you place links across pages not just the root domain make sure you have a mix of follow and no-follow links and a natural anchor text distribution In short I am hoping we can crowdsource a linkbuilding starting guide in the SEO world of 2015. /T

I am getting links on people's wordpress blogs but are not showing up on the just discovered tool. Is it true that wordpress links are no-follow links that do give off any link-juice?
A blogger told me that "wordpress.com does not allow blogs to show advertisements or use links to sites that sell merchandise of any kind" is this true? Am i wasting my outreach time trying to get links from wordpress operated blogs?

Links not showing up in Site Explorer?
Why aren't some backlinks showing up in Site Explorer? I have links to my home page (www.mortgagesbymark.com) from Trulia at http://www.trulia.com/blog/mortgagesbymark/ but they're not showing up in Site Explorer. Thanks for your help!

Outbound links and their pro's and con's
So I was wondering if there was a general consensis regarding the amount of outbound links you have coming from your domain to other domains and if there is a correlation between the more you have going out, the more (for want of a better word) damage you can do to your domain. EG: is a site with good domain authority better to keep the short leash on handing out links to external sites? Does this make the link juice from the site more valuable?
