Google Local Result- Competitor Ranks without an Address. Why is this happening?

My client is in a fairly competitive local market and there is a competitor who has ranked locally for around 2 years, but they have no actual address on their Google business listing. Just city and state.
The listing is always top three and it does have their website listed, but directions aren't even available as there is actual no address.
The listing is extremely keyword dense (basically spam but they actually created a business with the spam name).
Citation Example: Keyword dense business name, phone number, city and state only
Have you seen this? Can you explain why this is happening? Is this against the rules/anything I can do?

Thanks, yeah I'm pretty sure national SEO is just to work on organic, but never hurts to ask and be 100% sure.
I've already asked one way, a while back, but really boils down to since we don't have physical locations and those drop shipping places are just affiliate services we can access, doesn't warrant the same local search options as say a Burger King or Walmart having those national physical listings.

Hmmm ... I've never used SAB for a national company so I'll let anyone else voice in.

While not related to this exact issue, I did have a question about SAB in general.
If you were a nationwide distributor able to drop ship from various locations across the nation, would we use a sab and include the whole nation or is there not a feature for that sort of issue yet?
Local SEO for a nationwide service doesn't seem like a thing yet, or maybe I'm missing something

Thanks to the OP for sending the info across. For those who may be wondering what was going on to create this I won't give details obviously but in short, the site was setup as a Service Area Business (SAB) wherein their actual address is hidden but they've selected a radius they serve.

Our website ranks first in SERP but is not listed in google local list
Hi, Our website is currently (and has been) ranking 1st for a number of keywords but is not listed under the Google Local list. I have double check that all the (physical) info is correct. I do not have a duplicate page. When I order the Google Local results in rating order, we then appear on top! Are there any services like Moz Local for Canada?
Was wondering if there would be a way to simplify getting NAP data out there and consistent for a business in Canada like we have here in the US with Moz Local? If not, are there specific sites besides Yellow Pages Group and the government site (ic.gc.ca) to submit their information? I'm sure Yelp, Facebook, Google, Bing, Yahoo, and all the usuals...but where else?

Higher Value: Google Local Listing or .edu link?
A client of mine is putting together a partnership with a local university to offer a certain type of medical test through several of its clinics. They are writing up the contract now and asked me if there is anything they should ask for that would benefit us in our listings. Since we do not have an actual local footprint, my first inclination was to ask for them to help us get verified as owners of "practitioner" local listings at their business addresses (as discussed here). We would provide local numbers that would ring our call center. My thinking is that these listings and backlinks would benefit on searches similar to "medical testing in San Antonio". I have a number of concerns with this track but would love to hear from the community on why or why not this might be the way to go. Another potential option is to ask for a link from the university's website outlining the partnership. Something along the lines of "Our labs have partnered with BIZNAME to provide medical testing in San Antonio to our valued patients." I'd obviously love the EDU links, but I'm hesitant after Overstock's penalty a few years ago to try to set something like that up. I'm not sure which (if either) to ask for in the contract. I'm leaning toward the latter since it seems more in line with a long term strategy, and Google seems to change their treatment of the local listings pretty frequently. However, getting that high visibility real estate in the local listings is really appealing to me. What does everyone think?

If I put my address on my website, does it help that page to rank for local searches? especially if it's the same address that i am using for moz local and all my citations? I want my other pages to rank in different cities as well as i have a service that travels to all cities in my state. Will that address of my home town on my home page make google think that i don't service other cities? Thanks, Ron

Convert Google Plus page to Business page
I have a google plus page for my company edspire.com, https://plus.google.com/b/107395030190889162381/107395030190889162381/posts When I created it I don't think I set it up as a business so I'd like to convert to one. As far as I can see it is not possible to do this. What is the recommended process, do I just create a new one and migrate content over or is there some way to merge them? Sponsored Listings Hurting Local SEO?
We use a service which sponsors listings on various popular directories. In turn, it changes our phone number so that I can qualify if the call is a lead or not and then charge us. Unfortunately, while this service helps exposure on those directories, the phone number as well as the website are different. How much of a problem is this for our local SEO? Other directories include Suerpages and Citysearch. -Brant
