Penalties for duplicate content

Hello!We have a website with various city tours and activities listed on a single page (http://vaiduokliai.lt/). The list changes accordingly depending on filtering (birthday in Vilnius, bachelor party in Kaunas, etc.). The URL doesn't change. Content changes dynamically. We need to make URL visible for each category, then optimize it for different keywords (for example city tours in Vilnius for a list of tours and activities in Vilnius with appropriate URL /tours-in-Vilnius).The problem is that activities overlap very often in different categories, so there will be a lot of duplicate content on different pages. In such case, how severe penalty could be for duplicate content?

According to Matt Cutts and various other blogs etc there is no duplicate content penalty. However if it is spammy then you could incur a potential penalty.

Let's say a blog is publishing original content. Now let's say a second blog steals that original content via bot and publishes it as it's own. Now further assume the original blog doesn't notice this for several years. How much damage could this do to blog A for Google results? Any opinions?

Duplicate page content errors stemming from CMS
Hello! We've recently relaunched (and completely restructured) our website. All looks well except for some duplicate content issues. Our internal CMS (custom) adds a /content/ to each page. Our development team has also set-up URLs to work without /content/. Is there a way I can tell Google that these are the same pages. I looked into the parameters tool, but that seemed more in-line with ecommerce and the like. Am I missing anything else?

Duplicate or not ?

Advice needed on how to handle alleged duplicate content and titles
Hi I wonder if anyone can advise on something that's got me scratching my head. The following are examples of urls which are deemed to have duplicate content and title tags. This causes around 8000 errors, which (for the most part) are valid urls because they provide different views on market data. e.g. #1 is the summary, while #2 is 'Holdings and Sector weightings'. #3 is odd because it's crawling the anchored link. I didn't think hashes were crawled? I'd like some advice on how best to handle these, because, really they're just queries against a master url and I'd like to remove the noise around duplicate errors so that I can focus on some other true duplicate url issues we have. Is this duplicate content something to be concerned about?
On the 20th February a site I work on took a nose-dive for the main terms I target. Unfortunately I can't provide the url for this site. All links have been developed organically so I have ruled this out as something which could've had an impact. During the past 4 months I've cleaned up all WMT errors and applied appropriate redirects wherever applicable. During this process I noticed that mydomainname.net contained identical content to the main mydomainname.com site. Upon discovering this problem I 301 redirected all .net content to the main .com site. Nothing has changed in terms of rankings since doing this about 3 months ago. I also found paragraphs of duplicate content on other sites (competitors in different countries). Although entire pages haven't been copied there is still enough content to highlight similarities. As this content was written from scratch and Google would've seen this within it's crawl and index process I wanted to get peoples thoughts as to whether this is something I should be concerned about? Duplicate content - canonical vs link to original and Flash duplication
Here's the situation for the website in question: The company produces printed publications which go online as a page turning Flash version, and as a separate HTML version. To complicate matters, some of the articles from the publications get added to a separate news section of the website. We want to promote the news section of the site over the publications section. If we were to forget the Flash version completely, would you: a) add a canonical in the publication version pointing to the version in the news section? b) add a link in the footer of the publication version pointing to the version in the news section? c) both of the above? d) something else? What if we add the Flash version into the mix? As Flash still isn't as crawlable as HTML should we noindex them? Is HTML content duplicated in Flash as big an issue as HTML to HTML duplication?
