Keyword in Domain AND Title. Yes or No?

We're working on a new buildout, and this one is really important to us. We've put a lot of resources into it. Before we launch, we want the structure to be just right... and this one question is nagging at me. How to structure urls? Consider these two options.
The fictitious domain is "icesurfing.org". Including all 50 states in the keyword, there are nearly one million searches per month for "ice surfing [state]". We have a page for each state to focus on this traffic. But how would you structure the urls and titles?
One concern is that the duplicate keywords in option 2 seem redundant, and a little spammy. When presented with google search, the matching tags are not as clean.
- Texas - IceSurfing.org
- Ice Surfing Texas - IceSurfing.org
But Yoast automatically suggests option 2. Is this really the best practice? Is there are definitive article on this?

I was writing about URLs. I think it's fine to have your brand name in most or all title tags, though I'm not sure I'd apply that to an exact-match domain like yours without adding the .com too (as in " - IceSurfing.com" not "- Ice Surfing".

Like I said, you have the option to manually put your site name (icesurfing.com) at the end of every title in Yoast - so that Yoast actually counts it when giving you a red, yellow, green analysis for each page/post. There is a way to turn off the automatic feature (which, if automatic, Yoast will not count it, dinging you for not having your keyword in the title, despite the fact that once it's published, it actually will be). I hope that makes sense?

If you had one page about ice surfing I could understand putting it in the URL. But if you expand this strategy out to all pages on a domain about ice surfing then it is going to get pretty redundant. I'd go with #1.

I agree, the second is not as clean. But what is better for google? Keyword: Ice Surfing Nevada
Yoast says #2 is better because the exact match for the keyword is in the title.
#1 looks cleaner, but we're relying on the domain name to complete the keyword. Most of the keyword (Ice Surfing) has been left out of the page title and slug.

I've had a similar scenario with Yoast - re: adding the site name (in this case, site URL) to the title automatically, but not really registering that fact when you use the plug-in on each page/post.
If it were me, I'd advise against 2, because you're right, it does look kind of redundant & spammy. OR, if you want, you can turn the setting off that automatically adds the site name at the end of every single one of your titles, and then just add it manually so that Yoast does register it. In WP, these settings can be found in the Titles & Metas section of your Yoast SEO plugin (accessible from the menu on the left, right under SEO's dashboard).

Effecting Domain Authority
I've taking an old brochure website and done 61 Pages and 10 Post pages On-page SEO and my Domain Authority is still a '1.' I've used Low Difficulty Keywords and gotten Grade A in On-page Moz reports. We've even keyworded 400 images - Alt text. My competitors have done nothing and they have domain authority at least in the 40s...... Am I doing anything wrong?

Keyword stuffing when brand includes keyword
Hi If you have managed to combine brand name with primary target keyword do you still need pay attention to on page keyword stuffing ? since one would expect plenty of brand references in the body copy ? Or is it still best to reduce instances of the keyword aspect ? For example if site is called 'Franks Service Centres' and you have lots/too many instances of 'service centres' in the body copy a/c to MA on-page grader, should you reduce some instances of the kw ? What is the best way to change keywords?
I have a client who is moving and I'll need to redirect their site to a new city. Taking local out of the picture, what is the best way to convert the site? Here are somethings I've already done. Changed the title keywords Ensured the page grade is an A for the new keywords. Changed the alt tags on images on the front page. Since I made these changes, the website has actually fallen in ranks from what it was initially ranking for the new city (the website was already ranking organically on page 2 and has dropped to mid page 3.) It looks like there are several title tags on my homepage. This was done presumably to embed titles for pop up windows. This is causing an error report in DMOZ. Do the engines also veiw this negatively?
My homepage has a normal title tag, but when I look in the code I find the developer also added title tags for pop ups within the homepage code. Is this causing an issue with the search engines?

Image Alt and Title?
I'm building a quotations website. Each quotation will have between 1 and 5 images (picture quotes) associated with it. The images will be featured as thumbnails (image gallery) on the quote post itself. How should I handle the image alt and title tags so that I rank better for a quote in image search, and also strengthen the ranking signals on the quote post itself? Take for example, a photo of a beach and a photo of the sun. Both have the same quote on it: "Laughter is an instant vacation." Should the quote itself go into the alt tag? while the description of the image goes into the title? Or should the quote go into the title? Would this be correct? Title: Beach with children playing in the sand. Alt: "Laughter is an instant vacation." Title: Sun shining in the sky. Alt: "Laughter is an instant vacation." What about if the quote is very long? Google has said they like when the alt and title tags are short.

Spammy link for each keyword
Some people believe that having a link for each keyword and a page of content for each keyword (300+ words) can help ranking for those keywords. However, the old approach of having "restaurant New York", "restaurant Buffalo", "restaurant Newark" approach has become seen as a terrible SEO practice. I don't know whether this was because it's spammy or because people usually combined it with thin content that was 95% duplicate.
