How to handle Moz reported Spam external links

I have noticed Spam external links linking to my website. I do not know who has handled these spam external links to my website. It looks like a Spam SEO my competitors did on my website.
I believe my site was penalized by google with those spam link and lost it's visibility in search .
How do I get rid off SPAM external links now?

Additional to this, my this answer to a similar question might help you define the quality of the links.
Do check spam links manually, sometimes tools can generate false spam report based on their own metrics and you might lose a valuable link which might be bringing real target traffic to your website.

I got an answer with Disavow tool from Google.
NOTE:This is an advanced feature and should only be used with caution. If used incorrectly, this feature can potentially harm your site’s performance in Google’s search results. We recommend that you disavow backlinks only if you believe you have a considerable number of spammy, artificial, or low-quality links pointing to your site, and if you are confident that the links are causing issues for you. In most cases, Google can assess which links to trust without additional guidance, so most normal or typical sites will not need to use this tool.

Do you still loose 15% of value of inbound links when you redirect your site from http to https (so all inbound links to http are being redirected to https version)?
I know when you redesign your on website, you loose about 15% internally due to the 301 redirects (see moz article: https://moz.com/blog/accidental-seo-tests-how-301-redirects-are-likely-impacting-your-brand), but I'm wondering if that also applies to value of inbound links when you redirect your http://www.sitename.com to https://www.sitename.com. No follow links on a blog
Hi On our blog, we have a section called 'Tags'. I have just noticed that these links are all "no follow" links. The tags section does appear on every single page on the blog - is this recommend to have them as 'no follow' links or should I get our developer to change them. Thanks

Should I no follow all external links?
I have worked with a few different SEO firms lately and a lot of them have recommended on the sites I was working on to "no-follow" all external links on the site. On one hand this traps all the link equity/Pagerank. On the other I would think this practice is frowned upon by Google. What are some opinions on this?

No results with Link Analysis
So I have been working with a domain since November last year that still shows no improvement in regards to the link analysis. I am baffled because we have gotten them onto the first page on Google for a few of the keywords we are optimizing. Any help with this is greatly appreciated and I am a noob so definitely open to learning. Thanks in advance to all of you. Is having too many outgoing external links bad?
I'm currently writing articles for my site Eugene Computer Geeks and remember reading somewhere that having more then 100 outgoing links is a bad idea. I plan on writing lots of guides, and most of them will have several relevant links. Some examples are: a virus removal/prevention guide I want to link to the different antivirus programs I'm recommending. Or on the "Free WIFI in Eugene, OR" guide, I plan on linking to all the businesses' websites that offer free wifi. **Would having too many outgoing links hurt my rankings in anyway? ** If so, should I use the "nofollow" tag to prevent any harm? I always thought that having lots of relevant outgoing links was a good thing, but lately have been reading otherwise. What is all your opinions here at SeoMoz?

Funky 404 error on reports
The report is showing a 404 error where a URL is being appended to the end of the address. It does not show up on the website of on the Sitemap so am wondering if I am missing something or is it a system error?
