Can anyone explain this Google+ subdomain?

This seems really odd to me. It appears to be a fully working Google+ page and I can access the links that are other Google+ pages, but it is a subdomain of Reach Local. Any ideas?

Anyone seeing a big drop in links showing in Google webmaster tools?
Over the last week I have seen a big drop in links to us showing in Google Webmaster tools. The links are still there on sites that rank well including some from National newspapers. However the link count has dropped from over 4000 to less than 40 on approx 5-6 sites. Ranks etc are staying the same its just a bit of a strange thing as they still show in Majestic and Open site explorer.

Google to devalue guest blog links?
There's a lot of talk at the minute about google possible devaluing guest post links. I wondered what people thought of this and whether it is likely to happen? If it does happen then how will google identify 'spam' guest posts and links? I guess it's fair to assume that if the post is well written, autoriative and adds value to a site with a knoweldgable perspective then it will be counted? It can be very hard to define how google will define a 'quality guest post'? Any ideas? Unable to build google local listings, are citations still useful?
Hello Google seems to be unhappy about letting us build google local profiles around our 'virtual locations, for each of which we have a dedicated page. We have approximately 100 'virtual locations' with addresses. I was wondering if, despite not being able to build google local profiles, it would still be worth it to build yahoo, bing, and utilize citation building services to each of those virtual locations. Would these citations in any way help bing or yahoo rank higher locally? Would the locally optimized city page rank higher as a result of all these citations? This is a service-industry based website btw.
