Google Penguin penalty is automated or manual?

Hi,
I have seen some of our competitors are missing from top SERP and seems to be penalised as per this penalty checker: http://pixelgroove.com/serp/sandbox_checker/. Is this right tool to check penalty? Or any other good tools available?
Are these penalties because of recent Penguin update? If so, is this a automated or manual penalty from Google? I don't think all of these tried with black-hat techniques and got penalised. The new penguin update might triggered their back-links causing this penalty.
Even we dropped for last 2 weeks. What's the solution for this? How effectively link-audit works?

Thanks for the response. Here I have uploaded our ranking screenshot. Please have a look and let us know your valuable understandings. Based on that, we conclude something to work on like link audit if we are certain of it.
We have improved ranking when we fixed certain broken links, but dropped on Sep 17th, which is too early to blame on Penguin (my guess). One thing to notice here is that we had reclaimed some links (around 10) on 15th and we dropped on 17th. We reclaimed more than 50 links for last one month. Do these redirects pushed us down?
We dropped more on USA.

First of all. Those are only tools. They predict if you have penalty or not but won't tell you in 100%: "You've been penalized". Im not using that kind of tools to tell somebody he was penalized or not. Nothing will replace digging into data.
Penguin penalty is "automated penalty" (real time now) and you won't see messages in google search console.
How effectively? If you got enough number of good links, then you have the chance to bounce back after link audit completed. If you don't then you can see no rise or not to previous serps but seo after will be 100% effective again (at least for a start till next messing with google). Also there's another option - that's not link related penalty.
Choice is yours.

Too many dofollow links = penalty?
Hi. I currently have 150 backlinks, 90% of them are dofollow, while only 10% are nofollow. I recently hit position #10 for my main keyword, but now it is dropped to #16 and a lot of related keywords are gone. So I have a few questions: 1. Was my website penalized for having an unnatural backlink profile (too many dofollow links), or maybe this drop in positions is just a temporary, natural thing? 2. Isn’t it too late for making the backlink profile look more natural by building more nofollow backlinks and making it 50%/50%? Thank you!

2015 Bing Disavow, should i copy and paste from Google?
So I just submitted my 2nd disavow file to Google, but what about Bing? I know i would have to submit one url at a time, but is it worth it? Is it safe yet to submit the same file from Google? I know Bing measures quantity of links and submitting the same file might hurt my rankings, but anything new in 2015?

Google profile
I have a google profile https://plus.google.com/u/0/106631271958142100588/ wich is assigned to the url www.propdental.es but i also write a lot of content for to others url My question is if should i create another profile to the others urls witch are also mine but not associated between them. Or can i use the same profile without the risk of losing ranking on the weakest url, as they all compete for similiar keywords Thanks

Are directory listings still appropriate in 2013? Aren't they old-style SEO and Penguin-worthy?
We have been reviewing our off-page SEO strategy for clients and as part of that process, we are looking at a number of superb info-graphics on the subject. I see that some of current ones still list "Directories" as being part of their off-page strategy. Aren't these directories mainly there for link-building purposes and provide Users no real benefit? I don't think I've ever seen a directory that I would use, apart for SEO research. Surely Google's Penguin algorithm would see directories in the same way and give them less value, or even penalise websites that use them to try to boost page rank? If I were to list my websites on directories it wouldn't be to share my lovely content with people that use directories to find great sites, it would be to sneakily build page rank. Am I missing the point? Thanks

Is pulling automated news feeds on my home page a bad thing?
I am in charge of a portal that relies on third-party content for its news feeds. the third-party in this case is a renowned news agency in the united kingdom. After the panda and penguin updates, will these feeds end up hurting my search engine rankings? FYI: these feeds occupy only 20 percent of content on my domain. The rest of the content is original.

Switching prices for google base
We would like to be able to submit lower prices to google than we do to other sources. How i see it working is that at the end of each url we submit to google base there is a tracking code (source=googlebase). When a user visits the site via one of these urls we would knock 10% of the price of that item and store the item in a cookie to ensure that the price of that item, for that user would stay at the low price for 24 hours. My question is whether google would have a problem with us doing this? The second part of my question is whether they check the full url including the query strings? If theyt just checked the canocial URL they would see a price thats 10% higher than the one we submitted to base - which, of course - would be bad
