Community Consensus: Are These Good Links?

I recently used a firm to do 2 months of outreach as a test for quality of work. Their reporting process is monthly, which seems fair, but after the first month's report I was sorely disappointed with the targeted domains for links.
Apparently, the firm decided to condense the two months of outreach in to 4 days, so by the time I was finally able to see the work, the "job is done." Again, extremely disappointed. The original SOW was to target set posts for outreach in month 1, review/adjust and move in to month 2. No dice.
So, here I am now left with a list of sites that have been targeted for outreach, being told "they are quality sites."
What do you think, am I missing something and these are truly good links? Below are just a very, very small sample of the outreach completed:

Sorry, I don't think I agree that Google ignores links from pages that have "links" in the title. That would mean they ignore this:
http://www.bbc.co.uk/schools/parents/links/
Which obviously wouldn't make sense.

There are a few things here that I should probably address before giving you my view on those links.
- The expectations that were set by the agency in question
If they didn't tell you in advance that these were the types of links they were going after, then they haven't set expectations very well. If they did set expectations on the types of links they'd be targeting and these are very different to that, then they haven't done a good job on that front.
- The processes they've used
Condensing outreach into a short time frame does seem a bit strange and doesn't allow for refinement at all. Link building can sometimes be hit and miss, so you need to allow time to adjust an approach if something isn't working or you, as the client, want to change something.
On these two alone, you probably have a right to feel aggrieved and haven't had the service you expected.
Having said that, there is a time and a place for these kind of links. They seem to be what's know as "resource" based links because the pages in question list lots of resources on them. I scanned through all of them and they all seem to link out to legitimate resources. I didn't check every single one, but if these were link farms, I'd expect to see links to random websites in a range of industries such as gambling or pharma. I also don't agree with Julie that Google ignore links on pages with "links" in the title, that would mean they ignore links like this:
http://www.bbc.co.uk/schools/parents/links/
Which is clearly a good, trusted domain.
The types of links that your agency has built for you aren't necessarily bad, but if this is the only activity that they're doing (and you're not doing anything else), then this can look a bit strange and you need to diversify your tactics a bit more.
In summary, I don't think it's as black and white as those links being low quality. They may be fine, it's more about the context they're being built in and what they're linking to. As well as the other links on the page.

It almost seems like they have paid a link farm to place your links anywhere with the aim of getting as many as they can, to make it look like they have done lots of work.
If all the links are like these, I would potentially look to reach out to these sites and request the links be taken down before they cause your link profile any harm. I would also check each link for relevancy to your site.
I would concentrate on letting your content earn links, create content that your user base wants to share with their friends, colleagues and businesses. This way you will generate a more natural and hopefully relevant series of links that get placed with more relevant content on other sites.

Especially the last 3 - anytime the title of a page in links, I believe Google ignores them.

Are charity/sponsorship links good, bad or just useless?
Some facts: We will probably only doe this 2-3 times a year (we have hundreds of links coming in each year from organic sources). This is for a really prestigious charity website with very nice link profile from other non-profits, news organizations, and even government websites. We will get a logo on their sponsorship page, with a link back to our site. Some articles say Google considers this "buying a link" and will therefore penalize you. Or at best, this will have no effect. And here's a Search Engine Land article saying the exact opposite. $1,500 is a lot of money. So I just want to make sure I'm not wasting it -- or worse -- getting penalized.

AllTop Linking Me to Other Sites Feeds, Webmasters Reporting Lots of Broken Links
I submitted my blog to All Top awhile ago and something seems to be wrong with their feed. They're sending people to mysite.com/truth-o-meter.com/this-is-a-post. It's not just truth-o-meter either. I'm getting links that are supposed to go to all kinds of political blogs. As a result, I'm getting a ton of broken links reported on Google Webmasters. I couldn't find any real support option on alltop.com, and when I log in, there are no sites for me to manage. Instead, I resubmitted the site with the correct feed address and in the comments, I mentioned the problem. All I got was a message saying the site was rejected. I believe because I already added the site. But I'm thinking they didn't pay attention to the comments. (In fact the message may have gone through an auto-filter considering how quickly it was rejected.) Is there a way to solve this? Is this a situation in which I would use the disavow tool? If All Top continues to create bad links, how do I stop the issue once and for all? Thanks!

Can anyone give me any advise regarding anchor text in back links on external sites. I have about 8 bloggers reviewing our products on their sites. When they link to our site, they either use the words of our company name or something like “click here” as the words in the link. There are a few key words that we are wanting to improve for so should those words be made as the live link on their site?

Greetings! Actually, got an doubt on linking to external site. The thing, i have working for roof marketers site. They have covered roof products. Each of the products have a page along with major keyword. Actually, i do link from other pages[internally]. Meaning,if i see any main keywords in different page then will link that to corresponding page/product[internally].This is what i am doing to get page rank. Now, my doubt. Some of the pages are having link with main keywords which directs to the third party site those who are really producing the products. But, i remove the third party-link which has with main keywords. Since already the site/my client site having pages for that main keywords. But client really want that link. meaning the links which they have given to direct to third party[product producer] site. So what should i do at this case. Can i just past RAW link like [http://www.thirdpartysite.com] or what do i do. But my client wants that link to be in content area. Hope you would understand my long explanation and case Please help us. Thank you

Penguin Recover: Remove links vs Burry Links
The best is to do both. However with those with limited resources, would building more links with branded and naked URL anchor links be a better solution than painstakingly asking every webmaster to remove links.

Link to those that link to you? Worthwhile?
We have thousands and thousands of sites that link to a domain we are working on, many with low page authority and high domain (bloggers, forum posts, etc). Has anyone experimented with linking to the pages that link to you (not from your site) but from other means in an effort to boost their quality? I'm not sure what method we would use, maybe some relevant blog comments or social votes. But curious if this could be an effective method.
