Why have my rankings dropped?

I have a client who has just seen his average page rank creep up from around 39 to 34 over about two months, then it appears to have dropped back to position 40+ in the space of a week.
I believe he's made a lot of changes to targeted keywords, so I'd like to think it's simply because his old targeted keywords are dropping and new keywords still have to build their rankings. But I'm also worried in case he has over-optimised and might get getting penalised.
Any advice on where to start digging?

Here is my experience...
I am a statistics nut and I love numbers, but that can lead you to spend a bit too much time on rank-watching and too much time speculating if there is a meaning to the movements. I have been watching the ups and downs of baskets of keywords such as those you describe since the 1990s. Today, I have a few dozen baskets of keywords (a dozen to a hundred keywords per basket) in a variety of industries that I am watching with SEMrush.
Almost every one of them has some up and down movement daily. Close competition with just one or two competitors can cause apparent major moves in your averages as they move up and you move down, as you move up and they move down. This is all part of the flux.
It is rare for a piece of my new content to move to the top of a worthy SERP right away. Instead, it sits deep and climbs slowly - over weeks, months, even a year or more. If you get links or do work on the site, those things rarely cause big jumps in your SERPs. Occasionally that happens, but generally not - unless you have a tiny site. So, the important thing to do, in my opinion, is to look back 90 days, a year, or more and see what progress you are making against your competitors. Its the long-term average that is important.
You should be working ever day to improve your position, but that will cook into your SERPs gradually over time. Tramping down hard on the accelerator, trying to move things with hastily-built content or a bunch of low-quality links is a mistake. Working for quality is slow and if you have the patience and do great work you will be rewarded for it - in time. Just keep your head down working, pay attention to your long-term SERPs and don't get too focused on small moves - especially when you are deep in the SERPs. Your SERPs are of very little value until you are breaking into the first page.

- These are not Search Console average positions I'm talking about (I understand about the flux in that tool).
- These are the average rankings of 92 keywords tracked daily using the SE Ranking tool.

When a page is positioned down in the 30s, 40s, or deeper, the rankings will not be rock solid. They will constantly be moving up and down, down and up, in what many SEOs call "daily flux". It is not a good idea to attribute these movements to anything. They are simple fluctuations in how Google presents the SERPs. I wouldn't even call them "adjustments" in the rankings done by Google because your location, previous browsing, Google experiments, change in rank by almost any website above or many from below could influence.
You can even use a rank checker such as those offered by Moz or SEMrush or any other company and see continuous daily flux in the rankings.

What should I do if same content ranked twice or more on Google?

Length for ranking, is it keyword dependant ?
Is the time it takes to rank keyword dependant ? in other word does it take more time for a page to rank on a keyword that has 5000 request a month than for a page to rank on a keyword that has 50 requests a month ?

Inverse variation in Rankings between countries
Hi, Our ranking between India and USA is varying inversely like....when we improve in India...drops in USA and vice-versa. And the possible correlation I have from my end is: We have reclaimed some links and removed same. It happens at both redirects and removal of those redirects. When we reclaimed some links, we improved in India and dropped in US. And when we removed these redirects, vice-versa. Any idea on this? Please share. Thanks, Satish

Crawl rate drop

Puzzling drop in search referrals.
Hello All, A few weeks ago I posted in the Q and A believing I had received a google penalty due to a sudden and considerable drop in referrals... http://www.seomoz.org/q/google-penalty-8 ... so I dug right to the bottom of my site and did a complete review of all my links. After clearing all the potentially problematic links, I wrote a very descriptive reconsideration request to google. 10 days or so later I received a 'no manual spam action found' response, which I guess is a good thing but now begs the question- what has gone wrong!? Over the past 4 or 5 months I've been doing some heavy work on the SEO of my site, www.madegood.org. This has all been white hat stuff (as far as I'm aware), and have been using my seomoz pro account to monitor progress. I've done lots of reading on the subject so think I'm up to scratch on most general good advice, in terms of link building and site structure. I've always tried to create very high quality content and have been building some great links from very authoritative sites including The Guardian newspaper and Sheffield University. My pro dashboard is telling me that my link analysis history is improving, despite my keyword performance declining. Is there anyone that can do a deep review of my site? I'm happy to share my analytics/webmaster tools etc info with you if that is helpful? I'm totally lost here and am becoming disheartened with all the hard work I've been putting into the SEO for my site. Thanks so much in advance, any help is gratefully received. Sudden and Aggressive Fall in Rankings
I have seen a sudden and aggressive drop in rankings for my site. The site was ranking #4 for rental insurance and now sits at #9. It was ranking #16 for renters insurance and now dropped to #171. We vary anchor text in our link building campaign and focus on getting links from PR3+ sites as well as produce content for quality sites in exchange for being a featured author + link. The site has not been over optimized (i.e. keyword stuffing, etc.). I would appreciate any insight into what could be causing this significant drop in rankings and what my course of action is to reinstate my rankings - Penguin?

How long for new pages to rank
Hi Guys, Our website has some really good serps for our established keyword phrases some of which are quite competitive. We recently acquired and have begun selling some new brands through our online shop and launched new pages for these brands around 2 months ago. They are quite competitive ("merrell shoes" and "timberland boots" for example in google.co.uk) terms. Do you think we should get some keyword rich links built into these new pages from external sites such as blogs - or is there chances of ranking well driven more off our overall site authority/link profile? In other peoples experience, what is a typical realistic timeframe to start getting meaningful serps on new pages/keyword phrases (I know that is hard to answer - but ball parks figures appreciated).
