Arrrg . . . Just can't seem to get there

http://www.electricianinperth.com.au is one site that me and my colleagues are constantly struggling with. It has a page rank of 5 which beats a majority of the competitors, but when it comes to Google Australia searches such as Perth Electrician and Electrician Perth etc etc, we just can't seem to get there and the rankings keep fluctuating and dropping.
We backlink and update the pages on a regular basis
Any ideas? - Could it be the custom Wordpress/CMS system?

First off dont use PR as a way to measure, its not been used in years and means nothing really. Moz's DA & PA are a better metric to use but even so should only be used as a hint not an authority on ranking.
Ensure you are optimized fully on your site I can see a few areas you could improve, also i can see you've made a lot of landing pages for different areas this isn't the best tactic to help really. Especially as the content is the same its all just diluted.
I'd recommend also doing some local citations to help you, get some people to leave you a review or two nothing spreads better then word of mouth etc. Try not to focus on what your competitors are doing and try to focus on what makes you the best electrician in Perth, e.g. you can make some guides of how to fix guides good share material etc. etc.
Keep focusing on what the user would want, where the user maybe finding you and try not to focus on PR or your competitors.

Difficulty getting relevant backlinks
I run a very niche blog on getting section 8 housing. I've had the blog for about 6 years and have paid attention to it on and off. For the past few months, I've been ON again. What's appealing to me is the amount of potential traffic the keywords have and small competition. I have knowledge on the subject. I've read Moz seo guides, etc... The problem is government sites rank high (understandably) or other sites that are nonsense / scams when you search 'section 8 application'. It's very hard to find active bloggers to do link exchange is with as the sites that rank high are trying to scam people and obviously I can't get government back links. I've tried reaching out to people with no avail. I think I have good informative content. All of my adsense goes to charity but at this point it's not much. I'd like to get it out there, white-hat style, but I'm having difficulty. Any suggestions (please be specific), on how I can target sites that would be relevant to this topic and not do generic back-linking (unless you think news submissions, etc will work)? Thanks!

How to do LinkBuilding in 2015 without getting affected?
Hello. My name is Palla Sridhar. from India. small time blogger. I have a SEO site which recently had 12 pv/day. I recently did 2 guest posts on 2 sites. On 1 site, I included link to my site's article in the content and author bio. In another I just did it in author bio. After that my traffic dropped to 4 pv/day. Is there any official guide from Moz, on how to do link-building? Is the above process of doing link-building correct? How to do it without getting our traffic affected in the long run and short run?

Huge increase in low quality links - how to get rid of them?
Hi! Can any one help me! I have just discovered an explosion in back links to our site! we have gone from a few hundred to several thousands. They are not from sites I recognise, many are foreign language sites. How do I get rid of them. I'm so worried that we will get penalized by Google. I'm still not convinced by Panda/Penguin...
Okay, granted, it's still early. But supposedly Panda/Penguin has "changed SEO" so spammy back links from web 2.0 sites (like Squidoo and Hub Pages) won't be worth anything, right? Why then, did I get a Google Alert yesterday (for one of the keywords I'm trying to rank for) for a Squidoo lens that has not only pushed a certain website up to top 10, but overtook my top 10 spot (pushing me back to page 2 or 3)? It's pretty frustrating (doubly so on an already poopy Monday!) to try to be all white-hat with link building, including writing good content (which I do), and yet get beat consistently by other folks who are clearly doing the grayish-hat stuff. Thoughts?

1 million links can harm your site?
I have a client that bought a link for his site on a non related site with the anchor text for main KW. That site brought over 1 million links to my client's site. Now what should i do? Should i let the link there? Or should i remove it? The age of the link is more than 1 year, and the link is placed in top menu, under the header.

Has anyone seen positive results from using Submiteaze to submit to directories? I know an SEM agency that uses it for clients' link building campaigns, but I don't know if it is worth buying. Are there better alternatives?
I would like to start a link building initiative at my company for a new website, and would like to know if the value of the links built using Submiteaze would be worth the money.
