Do back-links to non indexed sub-domains / sub-directories considered by Google as website backlinks and pass Pagerank to website?

Hi,
If some noindexed links on our website or sub-domain got some backlinks, will that backlinks pass Pagerank / linkjuice to website? Will they be considered as backlinks to website by Google?
Here is a statement from Matt cutts for the question. My question is same as below with answer?
Eric Enge: Can a NoIndex page accumulate PageRank?
Matt Cutts: A NoIndex page can accumulate PageRank, because the links are still followed outwards from a NoIndex page.

Hey there,
Those links are absolutely considered as back links by Google and are able to accumulate PR / link juice, as long as they are FOLLOW. It doesn't make a difference if they're indexed or not.

Non-indexed or indexed top hierarchy pages get high PageRank at Google?
Hi, We are creating some pages just to capture leads from blog-posts. We created few pages at top hierarchy like website.com/new-page/. I'm just wondering if these pages will take away more PageRank. Do we need to create these pages at low hierarchy like website.com/folder/new-page to avoid passing more PageRank? Why are Google Webmaster Tools' Google rankings different to actual Google rankings?
Dear Moz, We have noticed that according to Google Webmaster Tools one of our client sites is ranking very prominently for some of the major key phrases that we are trying to rank them for. However, when we perform a Google search for these queries, our client's content is nowhere to be seen, not even on the 5th page (we logged out of the Google account before performing the test). A long-term manual spam action on our client's site was recently lifted by Google - is it possible that Google Webmaster Tools is providing data about our client's estimated Google rankings, without taking into consideration the penalty of the manual spam action which was taken? Why is Google changing my title tags?
I have a few sites set up this way with their title tags: "Keyword rich phrase(s) | Company name" and Google is showing more and more of them like this in the SERPs - "Company name: Keyword rich phrase(s)" I don't see this happening to many other sites...am I hallucinating or what's going on here? Is this happening to anyone else? I don't see it necessarily affecting rankings, but for my sites with little brand recognition I want those keywords first. Bueller? Bueller?

Parallel mobile website
After researching and comparing desktop keywords vs mobile keywords, I came to the conclusion that they are pretty much the same, with minor variations. The new keywords for mobile website do not have a great potential for bringing in much traffic. If I don't want to go after those new mobile, do I need to build separate links to our parallel mobile website (URL) to rank better or the link building for my desktop website would be enough to rank for my parallel mobile website as well?

Same page but appearing in Google with different titles
I have a page ranking on position 1 for a key phrase. The key phrase is the title of the page as well. I'll use a mock key phrase to aid my question - "Teeth and Gums" So the page is ranking number 1 for "Teeth and Gums" and "Teeth and Gums" is the meta title. However, I went ahead and did a new search adding an additional keyword to the original search. When I did a new search adding an additional keyword to the original search, Google has done something weird.. Let's say the search is "Dentistry - Teeth and Gums", Google has ranked my page again as number 1 but changed the title. The title in the search result is now "Dentistry - Teeth and Gums" How and why? It's kinda like Google PPC's keyword insertion but the title hasn't got anything weird like {KeyWord: Dentistry}. It's just "Teeth and Gums" Has this happened to you guys? Any ideas?

Throwing this question out to the community but was wondering if anyone can direct me on how I can find the top 5 or 10 ten sites that have been most optimized for search engines. Meaning which web sites have the best reputation when it comes to website optimization for search engines or is there a resource where I can read about websites that have been ranked as the best when it comes to following best practices and have constantly ranked well within their industry?
