Buying a disused website and using their content - penalty risk?

Hi all, I'm in the process of setting up a new website.
I have found various old websites covering a similar topic and I'm interested in purchasing two of these websites for their content as it is very good, despite those sites struggling to make ends meet.
One of these websites is still live, the other one hasn't been live for 2 years.
Let's say I bought these websites for their content, then used that content on my new domain and made sure the two websites where this content came from were offline, would I run a risk of getting penalised? Does Google hold onto content from a website even if it is now offline?

In my opinion, the non-risky way to use the other site content (owning that site) is removing that site from Google's index.
So, you should first (after buying those sites) apply noindex robots meta tag and wait intill there is no result whem performing a site:website.com search.Even though, be sure that other sites aren't using that content when you de index the first (and old) site. I've read some grey/black hat techniques that scrape web.archive.org looking for taken down sites' content.

Thanks for the reply Roman, I probably wasn't clear. I'll try to clarify:
Say there is a websiteA.com which was established for years but then was taken down and hasn't been live for a couple of years. If I bought website A then rolled lots of its content into a new website, let's called it websiteB.com would I be risking any penalties on the new domain?

The answer is very simple, if you want to use the content of other website, and you are the owner just need to use Rel="canonical"
The process for dealing with duplicate content is to use the rel=canonical attribute. This tells search engines that a given page should be treated as though it were a copy of a specified URL, and all of the links, content metrics, and "ranking power" that search engines apply to this page should actually be credited to the specified URL.
The rel=canonical attribute should be added to the HTML head of each duplicate version of a page, with the "URL OF ORIGINAL PAGE" portion above replaced by a link to the original (canonical) page. (Make sure you keep the quotation marks.) The attribute passes roughly the same amount of link equity (ranking power) as a 301 redirect, and, because it's implemented at the page (instead of server) level, often takes less development time to implement.

Change of content
Hello, When you do a major change of content on a page I know it takes time to start seeing some results in terms of ranking. Let's say I make a change today expecting to see the first results of that change 2 months from now. Let's say in a month I decide to add some content and make again some minor changes. Would you redirect Website A to Website B, when Website B is in the middle of a HTTP=>HTTPS migration?
Hey guys, I'm curious on your thoughts around this scenario... Website A: 35,000 monthly pageviews 1,000 pages 375 root linking domains currently HTTPS focused on one topic weak rankings for competitive keywords Website B: 3M monthly pageviews 32,500 pages 3,500 root linking domains started HTTP to HTTPS migration 1 week ago. 1/3 of pages indexed as HTTPS. focused on many topics strong rankings for competitive keywords Requirement: I want to have a reliable read on how Website A's keyword rankings change after redirecting it's pages to Website A. This post-migration analysis will be used as a basis to assess the risk of redirecting another website we own that is similar to Website A into Website B. My question: Would you wait until most of the pages on Website B are indexed as HTTPS before doing a 301 of Website A to Website B? Please back up your answer with reasons why or why not 🙂

Client is paranoid about Google penguin penalty from getting links from a new website they are building
We have a client that is creating a new promotional website that consists of videos, brands and product reviews (SITE B). After a visitor watches a video on SITE B they will be given a "click to purchase" option that will lead them to the original website (SITE A). Our client is paranoid that since all the outgoing links on the new SITE B are going to the original SITE A there might be algorithm penalty (for one website or both). I find this very unlikely and even recommend "no follow" coding for a peace of mind. However are there any resources/links out there that can back up my argument that they will be alright? Thanks

Differentiating Content
I have a piece of content (that is similar) that legitimately shows up on two different sites. I would like both to link, but it seems as if they are "flip flopping" in ranking. Sometimes one shows up, sometimes another. What's the best way to differentiate a piece of content like this? I have a website which perform very well for some keywords and much less for other keywords. I would like to try to optimize the keywords with less performance. Let's say our website offers 2 main services: KEYWORD A and KEYWORD Z. KEYWORD Z is a very important keyword for us in terms of revenue. KEYWORD A gives us position Nr 1 on our local Google and redirect properly the visitors to xxxxxx.com/keyword-a/keyword-a.php KEYWORD Z perform badly and gives us position Nr 7 on local Google search. 90% Google traffic is sent to xxxxxx.com/keyword-z/keyword-z.php and the other 10% is sent to the home page of the website. The Homepage is a "soup" of all the services our company offers, some are important (KEYWORD Z) and other much less important. In order to optimize the keyword KEYWORD Z we were thinking to make a permanent redirect for xxxxxx.com/keyword-z/keyword-z.php to xxxxxx.com and optimize the content of the Homepage to ONLY describe our KEYWORD Z. I am not sure if Google gives more importance in the content of the homepage or not. Of course links on the homepage to other pages like xxxxxx.com/keyword-a/keyword-a.php will still exists. The point for us is maybe to optimize better the homepage and give more importance to the KEYWORD Z. Does it make sense or not?

Have I missed anthing On this website?
Hello SEO MOzzers, I am today wanting your feedback on a site that I recently went live with. My Google rankings for the main keywords are doing very well considering the site has been live for 3 weeks now.
