Without prerender.io, is google able to render & index geographical dynamic content?

One section of our website is built as a single page application and serves dynamic content based on geographical location.
Before I got here, we had used prerender.io so google can see the page, but now that prerender.io is gone, is google able to render & index geographical dynamic content? I'm assuming no. If no is the answer, what are some solutions other than converting everything to html (would be a huge overhaul)?

Multiple similar links without the penguin?
Hi, I´m working with a site where clients proudly will publish a link to us as sort of a sign/partner symbol for using our services. Potentially we could have thousands or at least hundreds of links pointing to us and we could tailor/provide snippets for the links that clients can use on their site. I´m part of a team that just started working with this site and I realize this is a great opportunity that has not yet been exploited. I´m also a little paranoid that this tactic might be picked up by the penguin or that google sees it as black hat if not done wisely ? But links will only come from respectable business sites although ranging from different genres both really big and small.

Today links are mostly leading to our frontpage from our clients but I would like to tailor links so that each client could link to a page that is targeted on the keyword/service they have been using (and awarded diploma for) I think this would serve both the client and our SEO better ? I would really appreciate suggestions and comments on how to approach this best! Here is my plan so far, trying to make good/right use of the opportunity without offending google:
-Most links will be through a logo/sign that shows the award/diploma earned through our service.
I think the "alt" -tag should include both our company brand name and the service/target keyword for the page it´s leading to. -We could also provide a short text describing the earned award and our brand name and this whole text would also lead to the same page on our site.
...I guess using only the targeted keyword as anchor -link within the text would be a bad idea? -Where possible I would also like to customize this short text a little for each client (although that will be hard and only possible to some degree). As we provide "link material" for the client to include on their site, would it be wise to have them use an image that is hosted on our site or send them the image so they can publish that instead? Recovering from Google Penguin/algorithm penalty?
Anyone think recovery is possible? My site has been in Google limbo for the past 8 months to around a year or so. Like a lot of sites we had seo work done a while sgo and had tons of links that Google now looks down on. I worked with an seo company for a few months now and they seem to agree Penguin is the likely culprit, we are on page 8-10 for keywords that we used to be on page 1 for. Our site is informative and has everything in tact. We deleted whatever links possible and some sites are even hard to find contact information for and some sites want money, I paid a few a couple bucks in hopes maybe it could help the process. Anyway we now have around 600 something domains on disavow file we out up in March-April, with around 100 or 200 added recently as well. If need be a new site could be an option as well but will wait and see if the site can improve on Google with a refresh. Anyone think recovery is possible in a situation like this? Thanks

Does Google crawl and index dynamic pages?
I've linked a category page(static) to my homepage and linked a product page (dynamic page) to the category page. I tried to crawl my website using my homepage URL with the help of Screamingfrog while using Google Bot 2.1 as the user agent. Based on the results, it can crawl the product page which is a dynamic. Here's a sample product page which is a dynamic page(we're using product IDs instead of keyword-rich URLs for consistency):http://domain.com/AB1234567 Here's a sample category page: http://domain.com/city/area Here's my full question, does the spider result (from Screamingfrog) means Google will properly crawl and index the property pages though they are dynamic?

Fix Bad Links in Google
I have a client who had some grey hat SEO done in the past. Some of their back links aren't from the best neighborhoods. Google didn't seem to mind until 9/28, when they literally disappeared for all searches except for their domain name. Google still has their site indexed, but it's just not showing up. There are no messages in Webmaster Tools. I know Bing has the tool where you can disavow bad links and ask them to discount them. Google doesn't have such a tool, but what is the strategy when you don't have control over the link sources, such as in blog comments? Could this update have been a delayed Penguin ranking change from the latest Penguin Update on the 18th? http://www.seomoz.org/google-algorithm-change Any advice would be greatly appreciated. Is it possible that since the Google Farmer's Update, that people practicing Google Bowling can negatively affect your site?
We have hundreds of random bad links that have been added to our sites across the board that nobody in our company paid for. Two of our domains have been penalized and three of our sites have pages that have been penalized. Our sites are established with quality content. One was built in 2007, the other in 2008. We pay writers to contribute quality and unique content. We just can't figure out a) Why the sites were pulled out of Google indexing suddenly after operating well for years b) Where the spike in links came from. Thanks

Can you set up a Google Local account under a PO Box?
I have a client that wants a Google local listing in a town he serves but does not have a physical location. Is it an issue to share an address with an existing company? Is is it better to use a P.O. Box? or is there a forwarding address company? Is this considered a black hat Local SEO tactic?
