Cannibalization vs long tail keyword dilemma

Hi all. I have a dilemma that I'm trying to work out a solution to and could use some input.
We offer a Foreign Qualification (FQ) service for businesses, and thus "foreign qualification" is a strong keyword for which we currently hold great ranking position for our service page.
FQ is different in each state, so we have a series of blog posts focusing on the requirements for each state. "Alabama foreign qualification" is one of many long tail keywords (50 states x various phrasings) we're targeting here.
The problem is that it's impossible to write 50 blog posts that are not very similar content, since the process is similar, just not identical, in each state. I'm worried about duplicate content penalties here.
I'm thinking that I'd want to create a landing page that serves as a hub for each of these blog posts, perhaps with a reference table for the 50 states too, and set the blog post canonicals to this landing page (thereby pushing all state-focused long tail KWs there). However, I don't want to take away ranking strength of the aforementioned service page for the primary keyword.
If I do this, and also link the new landing page to the service page using "foreign qualification" as the anchor text, am I more likely to add or take away from the strength of the service page?

Thanks for the suggestion. Makes total sense and is probably the best course of action. I was looking at the content I had inherited and trying to organize it better, when really what I need is new content.

You could avoid repetition by instead creating a single long-form blog post that details ONLY the differences in each state.
The days of creating a blog post for each specific keyword you're targeting (especially by state) are long gone, and no matter how you do it, it will look like overkill. This is not blog content that you're talking about anyway, it's functional content.
Once you've created that long-form piece detailing the differences in each state, then that page should also link to the core services page (for those who want more information). And in turn, the core services page could list each state at the bottom, and these link to the blog post but go directly to the part about that state, e.g. http://www.fq.com/regional.html#alabama
This way, you also now have internal anchors containing the states, the states are mentioned on your core services page, and hey presto - you have somewhere concise & non-spammy to send paid traffic to as well.

Keyword phrase for entire site
Hey everyone! I'm fairly new to SEO but I have a large number of sites I'm needing to SEO. I'm a tad confused as to how many keyword phrases I should use throughout my site. For example, my site is www.uluru.travel. I want to rank highlight for the phrase 'uluru tours' throughout the site, as many of my pages list uluru tours and people searching for this phrase are my type of customers. As you can see I've tried to do some basic on page SEO for that phrase by including it in page title, headings etc. But the entire site doesn't seem to rank very well. Would you guys suggest trying to target 'uluru tours' phrase throughout the entire site of just focus a couple of pages on this term? Any advice is greatly appreciated guys! Cheers

Keyword Rankings: One keyword dropped, dragging other rankings down. Possible or not?
Hey moz fans, So these week I noticed significant drop in rankings... But what caught my attention is that one specific keyword dropped 18 positions, and all the other just 1-3. Print screen: http://prntscr.com/7fb4g4 Do you think it's possible that the drop of that page, that went 18 positions down, brought the whole domain down? Or is it another cause?

Keyword Targeting / Cannibalisation
Hi Guys We're about to launch a very large website for a flooring company and would like to find out more about _key word _cannibalisation - to put my mind at rest. I know Rand posted a Whiteboard Friday early last year about this topic and mentioned using part of the same keyword was ok to use. All our keywords are specifically geared for "user intent" meaning each keyword has relevance and the content to back up the keyword. We've ensured the keywords are located within each url, placed at the start of the page title, h1 etc.

Main Keyword penalized. And now?
Hello SEO comunity. In one of the sites that I work, our team won numerous keywords in the first searching results. Unfortunately, on june we lost the most important site keyword. It was a general Word, very disputed, that generated a lot of traffic to us. The problem: it droped from third to fifty position. I’d like your help to identify the possible punishments and than find the solutions. What could happened? Where do we start? Is there any checklist to verify the punishments? What do you suggest to me? PS: We always do a clean job, getting away form the blackhat techniques; We didn’t received any notification from Google; During two year, the keyword was in the first ten positions. Canonical vs noindex for blog tags

Dropping dramatically in keyword rankings
One of my clients has always ranked well for this keyword (janitorial services, nh). Then within a week, they dropped out of the top fifty in Google and now in other major search engines as well. My first thought of why the drop in rankings is due to duplicate listings within online directories. The previous marketing person on staff was listing the company more than once in these directories, and it wasn't discovered until later in the link building process. Sometimes the company was listed with "janitorial services" as part of the company name, and then listed again with "carpet cleaning" as part of the company name... sometimes with duplicate address, or using the po box instead - as if two companies. The odd thing in all this is that while they dropped in ranking for this keyword, they still come in usually 1st in Google Places for this keyword with 12 excellent reviews. And yet when I check their Google Places account, it says that it needs to be reverified, again, it doesn't meet the terms. (company is a family owned business, for over 30 years, they have a lot of potential). So all this duplication needs to be fixed, but how serious are duplicate listings on places like Manta, YellowPages, SuperPages, also Yahoo Business Local and Bing Business Directory? And now that "forensics" seems to be my task, any suggestions on how to start? Any processes I should go through with Google WebMaster? _Cindy And, too, if I could add, the site ranks very poorly for this keyword and while I have provided recommendations, and they understand the onsite issue, they have yet to go forward with implementation, making this a little more difficult issue.
