Who does google require a 3 digit number for news URLs?

Here, google mentions that article URLs should contain a 3 digit number:
http://www.google.com/support/news_pub/bin/answer.py?hl=en&answer=68323
Why is this?
Also, do you think it is good to have both a news sitemap and 3 digits at the end of a URL? Or, will one do?

Just to clarify, this requirement is solely for publishing to Google News, and has nothing to do with normal Google.com articles.
It is difficult, but certainly possible, for a site to be approved for Google News. It is designed for news agencies such as the New York Times, Time magazine, the Wall Street Journal, etc. If your site does it's own interviews and fresh reporting, and the content is presented in a very specific and professional manner, you can be considered for Google News.
The 3+ digit number requirement for a URL is waived if you submit a Google News sitemap. Any professional news agency which uses Google News is likely to have an automatically generated sitemap. When a news story is submitted, the sitemap would automatically be updated and sent to Google. Using this process a URL can be presented without the 3 digit number.
I don't know why a 3 digit number is otherwise requested. My guess is due to a technical requirement on their end for establishing uniqueness.

Just submit the sitemap. If you do a search on Google News for any topic, you will find many major news companies use clean URLs without the 3 digit code.

Google News sitemap keywords
My company is a Theater news and reviews site. We're building a google news sitemap and Google suggests some recommended keywords we can use with their <keywords>tag: https://support.google.com/news/publisher/answer/116037</keywords> Our writers also tag their stories with relevant keywords. What should we populate the <keywords>tag with?</keywords> We were thinking we'd automatically populate it with author-added tags, in addition to one or more of the recommended ones suggested by Google, such as Theater, Arts, and Culture (all of our articles are related to these topics). Finally, many of our articles are about say, celebrities. An author may tag an article with 'Bryan Cranston,' and when this is the case we're considering also tagging it with the 'Celebrities' tag. Are all or any of these worthwhile?

Canonical Issue with urls
I saw some urls of my site showing duplicate page content, duplicate page title issues on crawl reports. So I have set canonical url for every urls , that has dupicate content / page title. But still SeoMoz crawl test is showing issue. I am giving here one url with issue. The below given urls shown duplicate content and duplicate page title with some other urls all are given below. Google images
Hi, I am working on a website with a large number (millions) of images. For the last five months Ihave been trying to get Google Images to crawl and index these images (example page: http://bit.ly/1ePQvyd). I believe I have followed best practice in the design of the page, naming of images etc. Whilst crawlng and indexing of the pages is going reasonably well with the standard crawler, the image bot has only crawled about half a million images and indexed only about 40,000. Can anyone suggest what I could do to increase this number 100 fold? Richard

Recommended URL Structure
Hello, We are currently adding a new section of content on our site related to Marketing and more specifically 'Digital Marketing' (research reports, trend studies, etc). Over time (several months, or 1-3 years) we will add more 'general' marketing content. What is meant by " and to a lesser extent others who are signed into Google" ? Does it mean that non-google plus members won't be able to view Google+photos, posts ?
