Page Rank is different from google search

I use the ranking tools to check each page of our site. I use the keyword flora grand and exact url http://www.florahospitality.com/dubai-flora-grand-hotel.aspx . It return page rank 1 in US, UAE, and UK region but when I try to search it in google it doesn't appear.

When I use Google.ae the same page appears as the first result for "flora grand". The 3 results above the listing are the paid results and your site appears as the first organic listing on the page.

You are right that in google.com it is the first result. I forgot to mention that we are using google.ae.

Does it display the exact page of flora grand which is http://www.florahospitality.com/dubai-flora-grand-hotel.aspx? Because when I'm searching it what is coming up is the group page
www.florahospitality.com. We just wanted a more personal search result as we are advertising each property differently.
The ranking tool that I was referring to is in the research tools of SEOMoz.
Yes I was referring to google.com. In the ranking tool of SEOMOz you can select which search engine, keyword and the url where it should match.

In the US, UAE and UK region of what? Of Google? Another search engine or tool?
Toolbar PR is only updated once every 3-4 months and therefore is not helpful for many SEO-related measurements.

I searched Google.com for "Flora Grand Hotel Dubai" and your site is the first result. I also tried searching "Flora Grand" and your site is still the first result.

I have a duplicate content on my Moz crawler, but google hasn't indexed those pages: do I still need to get rid of the tags?
I received an urgent error from the Moz crawler that I have duplicate content on my site due to the tags I have. For example: http://www.1forjustice.com/graves-amendment/ The real article found here: http://www.1forjustice.com/car-accident-rental-car/ I didn't think this was a big deal, because when I looked at my GWT these pages weren't indexed (picture attached). Can Google see all the pages that an seomoz crawl picks up?
Hi there My client's site is showing around 90 pages indexed in Google. The seomoz crawl is returning 1934 pages. Many of the pages in the crawl are duplicates, but there are also pages which are behind the user login. Is it theoretically correct to say that if a seomoz crawl finds all the pages, then Google has the potential to as well, even if they choose not to index? Or would Google not see the pages behind the login? And how come seomoz can see the pages? Many thanks in anticipation! Wendy

I run a Joomla site and have noticed users having a hard time finding what they are looking for. The default Joomla search is lacking and the latest Joomla search component I added is better but still not great. I've always been able to find what I'm looking for on SeoMoz, do you guys use Google Site Search?

On-page Optimization Grade Change
I can see the grade change for my on-page optimization in the weekly email, however, when I load the summary page on only rank change shows, grade change is blank across the board. I also tried downloading and see the same results. Is this a bug on the website? Thanks!
