From a marketing and analytic point I would use two different email address purely so I can monitor which location is driving more enquiries and from a users point he/she would know which office he/she is addressing to.

Having multiple sites with duplicate content is a bad idea as it affects your search engine rankings. The company is likely to be using bad SEO practice and soon google bots will pick this up and the domain will get penalised.
You can report to Google, but in most cases Google picks up sites that are using bad SEO techniques.
There is no harm in using separate pages on domains name to address they operate in different towns as this helps the site being found for local searches, but having content that is again duplicated and only a few words changed Google will pick this up.
Always remember Content is KING!
What you are doing is correct a gradual link building is far better and provides a long lasting result in search engines compared to using black hat techniques.
Concentrate on building links from websites that are relevant to your business, Sites with HIGH Page Rank, and also include alt tags where possible for target keyword.
Quality content containing your target keyword with use of keywords in your H1 tags and good internal link building within your site is also a plus side in SEO.
In terms of increasing conversions have a good 'call to action' on your main landing pages.

From a designers point of view the amount of time and effort that will go into creating and presenting an alternative site for google bots and browsers would be the same as just creating a new functional website that is Search engine Friendly.
I would rather create a new website using XHTML with CSS which gets picked up in search engines really well as the content and styling code are handled on separate pages. Its important to keep the styling and coding separate as bots read the contents and styling codes that are on the page just act as a barrier.
don't forget to use H1 tags for your targeted keywords and if you decide to use a flash movie - you can add additional css to bring up an still image for browsers that don't support flash.
Likely cause of large traffic coming through eadgear.com is that you might have signed up with a seo company who generates or boosts your visitor rate and they use servers to push URLs to IP addresses that are vulnerable to pop-ups and by chance if the page is appealing to the end user he/she will click through. hence why there are high bounce rates from this URL/SERVER.
What i normally do is setup goals in google analytics using the funnel option.
i.e. anyone coming from yourdomain/contact_us and passes through to yourdomain/thankyou will record as a conversion.
