What is the best way to deal with pages whose content changes?

My site features businesses that offers activities for kids. Each business has its own page on my site. Business pages contains a listing of different activities that organization is putting on (such as events, summer camps, drop-in activities). Some businesses only offer seasonal activities (for example, during Christmas break and summer camps). The rest of the year, the business has no activities -- the page is empty.
This is creating 2 problems. It's poor user experience (which I can fix no problem) but it also is thin content and sometimes treated as duplicate content.
What's the best way to deal with pages whose content can be quite extensive at certain points of the year and shallow or empty at other parts? Should I include a meta ROBOTS tag to not index when there is no content, and change the tag to index when there is content? Should I just ignore this problem? Should I remove the page completely and do a redirect?
Would love to know people's thoughts.

You could have something about the success of past events? Maybe you could encourage the businesses to write something themselves as good promotion.
How about some permanent text about the business and/or events they run on the page? If there are no events - perhaps a brief explanation that there are none yet, along with some suggestions of other local businesses running events and/or a call-to-action to sign up for notifications?
I wouldn't noindex the page when there is no content.

Hey thanks for the reply. I should clarify that the listing page is just that -- a listing of upcoming events. A separate page features information about the business. The listings are database driven. Here is an example...

If you write the content for these pages, get busy writing more.
If the featured businesses write the content you will need to find carrots, sticks or pink slips.

Dealing with Expired & Reoccurring Content At Scale
Hello, I have a question concerning maintenance & pruning content with a large site that has a ton of pages that are either expired OR reoccurring. Firstly, there's ~ 12,000 pages on the site. They have large sections of the site that have individual landing pages for time-sensitive content, such as promotions and shows. They have TONS of shows every day, so the # of page to manage keeps exponentially increasing. Show URLs: I'm auditing the show URLs and looking at pages that have backlinks. With those, I am redirecting to the main show pages.

-However, there are significant # of show URLs that are from a few years ago (2012, 2013, 2014, 2015) that DON'T get traffic or have any backlinks (or ranking keywords). Can I delete these pages entirely from the site, or should I go through the process of 410-ing them (and then deleting? or ...?)Can you let 410's sit?)? They are in the XML sitemap right now, so they get crawled, but are essentially useless, and I want to cut off the dead weight, but I'm worried about deleting a large # of pages from the site at once. These pages are only valid for a short amount of time each year, and otherwise, are obsolete. I want to reuse the pages each year, though, but don't want them to just sit there in the XML sitemap. Is there ever an instance where I might want to 302 redirect them, and then remove the 302 for the short amount of time they are valid? I'm not AS concerned about the recycled promotional URLs. There are much fewer URLs in this category. However, as you can probably tell, this large site has this problem of reoccurring content throughout, and I'd like to get a plan in place to clean it up and then create rules to maintain. Promotional URLs that reoccur are smaller, so if they are orphaned, not the end of the world, but there are thousands of show URLs with this issue, so I really need to determine the best play here. Duplicate Page Content Issue
Hello, I recently solved www / no www duplicate issue for my website, but now I am in trouble with duplicate content again. This time something that I cannot understand happens: In Crawl Issues Report, I received Duplicate Page Content for http://yourappliancerepairla.com (DA 19) http://yourappliancerepairla.com/index.html (DA 1) Could you please help me figure out what is happenning here? By default, index.html is being loaded, but this is the only index.html I have in the folder. And it looks like the crawler sees two different pages with different DA... What should I do to handle this issue?

I am looking for the best post and page title template
There seems to be a few schools of thought as to how the title templates in the yoast plugin. currently mine are set with the default templates posts title template (%%title%% %%page%% %%sep%% %%sitename%%) page title template (%%title%% %%page%% %%sep%% %%sitename%%) What are the best options here for proper SEO. I am learning as much as i can but i have searched for a concrete answer here on the net, but found many different responses. What do you all think? What is my best option?

Page Content
Our site is a home to home moving listing portal. Consumers who wants to move his home fills a form so that moving companies can cote prices. We were generating listing page URL’s by using the title submitted by customer. Unfortunately we have understood by now that many customers have entered exactly same title for their listings which has caused us having hundreds of similar page title. We have corrected all the pages which had similar meta tag and duplicate page title tags. We have also inserted controls to our software to prevent generating duplicate page title tags or meta tags. But also the page content quality not very good because page content added by customer.(example: http://www.enakliyat.com.tr/detaylar/evden-eve--6001) What should I do. Please help me.

Duplicate Page content / Rel=Cannonical
My SEO Moz crawl is showing duplicate content on my site. What is showing up are two articles I submitted to Submit your article (article submission service). I put their code in to my pages i.e. " <noscript><b>This article will only display in JavaScript enabled browsers.</b></noscript> " So do I need to delete these blog posts since they are showing up as dup content? I am having a difficult time understanding rel=cannonical. Isn't this for dup content on within one site? So I could not use rel="cannonical" in this instance? What is the best way to feature an article or press release written for another site, but that you want your clients to see? Rewritting seem ridiculous for a small business like ours. Can we just present the link? Thank you.

Advice on improve this content page for seo and google
Hi, i use joomla and i am looking for some help to find out what i should be doing to make my content pages better for seo and google. I would be grateful if people would look at the following page as an example http://www.in2town.co.uk/trip-advisor/top-american-ski-resorts-for-over-50s and let me know what i should be doing to make it better for seo and for google so people can find the page. I am using the above page as an example so i can learn from it. How best to deal with www.home.com and www.home.com/index.html
Firstly, this is for an .asp site - and all my usual ways of fixing this (e.g. via htaccess) don't seem to work. I'm working on a site which has www.home.com and www.home.com/index.html - both URL's resolve to the same page/content. If I simply drop a rel canonical into the page, will this solve my dupe content woes? The canonical tag would then appear in both www.home.com and www.home.com/index.html cases. If the above is Ok, which version should I be going with? - or - Thanks in advance folks,

Duplicate Page Content / Rel Canonical
Hi, The diagnostics shows me that I have 590 Duplicate Page Content , but when it shows the Rel Canonical I have over 1000, so dose that mean I have no Duplicate Page Content problem? Please help.
