Is the Penguin algorithmic penalty on a page basis or a site basis?

Just wondering if there has been any clarification of whether the Penguin algorithmic penalty is on a Page basis or a Site basis? In other words, is it all or nothing?

The penalty varies widely by page. The penalty appears to hit certain keywords associated with individual pages.

I will just add my 2 cents. Based on the changes I saw in my websites it seems like it is based on the page, not the site. While some pages have disappeared from the rankings, others seem to be unaffected. Ray.

From my sites it is only pages that are over optimized have been hit, pages that were not highly optimized or not optimized at all are now ranking

I think Elias is right about the query. I have a page that still ranks but my "primary" keyword is nowhere to be found anymore. It may have been deemed "over-optimized".

It seems to be a combination of page and search query.

Indexed Pages Different when I perform a "site:Google.com" site search - why?
My client has an ecommerce website with approx. 300,000 URLs (a lot of these are parameters blocked by the spiders thru meta robots tag). There are 9,000 "true" URLs being submitted to Google Search Console, Google says they are indexing 8,000 of them. Here's the weird part - When I do a "site:website" function search in Google, it says Google is indexing 2.2 million pages on the URL, but I am unable to view past page 14 of the SERPs. It just stops showing results and I don't even get a "the next results are duplicate results" message." What is happening? Why does Google say they are indexing 2.2 million URLs, but then won't show me more than 140 pages they are indexing? Thank you so much for your help, I tried looking for the answer and I know this is the best place to ask!

How do we decide which pages to index/de-index? Help for a 250k page site
At Siftery (siftery.com) we have about 250k pages, most of them reflected in our sitemap. Though after submitting a sitemap we started seeing an increase in the number of pages Google indexed, in the past few weeks progress has slowed to a crawl at about 80k pages, and in fact has been coming down very marginally. Due to the nature of the site, a lot of the pages on the site likely look very similar to search engines. We've also broken down our sitemap into an index, so we know that most of the indexation problems are coming from a particular type of page (company profiles). Given these facts below, what do you recommend we do? Should we de-index all of the pages that are not being picked up by the Google index (and are therefore likely seen as low quality)? There seems to be a school of thought that de-indexing "thin" pages improves the ranking potential of the indexed pages. We have plans for enriching and differentiating the pages that are being picked up as thin (Moz itself picks them up as 'duplicate' pages even though they're not. Strong Site, Pages, Ranking Low
Hey Mozers This is a question which has been bugging me for a while now I have an authority site in my niche which has a stronger DA than pretty well every competitor, but certain sections of the site underperform. For instance, when you search for 'Jerusalem Dead Sea tour', my item, http://www.touristisrael.com/tours/jerusalem-dead-sea-day-tour/ does not appear in the first few pages. I have a page that appears on the first page, but it is less relevant than this product page. This is an example, there are tens of cases like this. So the question is, am I signalling to Google not to rank these pages, and is there something I'm missing with regards to strengthening product pages in this tour section? Thanks

Page 1 Reached, Further Page Improvements and What Next ?
Moz, I have a particularly tricky competitive keyword that i have finally climbed our website to the 10th position of page 1, i am particularly pleased about this as all of the website and content is German which i have little understanding of and i have little support on this, I am pleased with the content and layout of the page and i am monitoring all Google Analytics values very closely, as well as the SERP positions, So as far as further progression with this page and hopefully climbing further up page 1, where do you think i should focus my efforts ? Page Speed optimization?, Building links to this page ?, blogging on this topic (with links) , Mobile responsive design (More difficult), further improvements to pages and content linked from this page ? Further improvements to the website in general?,further effort on tracking visitors and user experience monitoring (Like setting up Crazyegg or something?) Any other ideas would be greatly appreciated, Thanks all, James

Any downsides of (permanent)redirecting 404 pages to more generic pages(category page)
Hi, We have a site which is somewhat like e-bay, they have several categories and advertisements posted by customers/ client. These advertisements disappear over time and turn into 404 pages. We have the option to redirect the user to the corresponding category page, but we're afraid of any negative impact of this change. Are there any downsides, and is this really the best option we have? Thanks in advance!

.com ranked where .co.uk site should After Manual Penalty Revoked - Help!!!
Hi All, I wondered if some could help me as I am at my wits end. Our website www.domain.co.uk was hit with a manual penalty back in April 26th 2012 for over optomizing our inbound links and after 9 reconciliation request later and over a year and many links removed the penalty was revoked. Yay I hear you cry! During the year .co.uk was banned we built .com yet did not build any links to it. The purpose of the .com site was to attract an American audience for our products. .com was hosted on a US server and Geo Targeting set to United States in WMT. So here is my problem after the ban was revoke we expected .co.uk to spring back to some reasonable positions. Nope that is not the case Google now is ranking our .com site where our .co.uk should be for powerdull keywords in position 1st to 10th .com has Zero link equity and .co.uk is very reasonable, So how can I rectify this balls ups and get co.uk listed back where it should be…. I am not bothered where .com ranks. Note: To the best of my knowledge there are NO cross domain 301 or the like only an image link between the two sites. I have posted this on WMT forum and it has fallen on deaf ears! ....help me MOZ members you’re my only hope! Where is the best place for Landing Pages to reside on the Home Page?
On this site http://www.austintenantadvisors.com/ I have my main landing pages listed in the navigation under "Types". The reason why I did this is because I am not sure where to insert those on the home page where it does not look spammy to Google and looks natural for users. Obviously they need to appear somewhere on the home page for Google to be able to continue crawling and indexing them. Any thoughts or suggestions would be appreciated.

2 sites or one sites: 2 locations
Hello, I have a dog training client who is offering services in 2 separate locations. We're looking to be first in the non-local search results and also rank well in google places. Would it be better to go for 2 separate sites or one site and try to rank for 2 different locations with one site? There's both local and standard search results when we type in our keywords. Thanks!
