How are your "Service Area" pages handling Penguin/Panda?

We just got a new client because of recent Penguin/Panda changes.
A national "SEO" firm decided it was a good idea to set up a page for each service town or county they serve with nothing but duplicate content. Needless to say, on the week of the 23rd, their rankings tanked from 1st page (it's not a competitive niche) to 4th.
I'm not bringing this up to brag, but rather because it got me thinking...
How are your geographically targeted "service area" pages doing? Have the recent changes caused you to rethink your geographic targeting in any way?

On one of the websites that I work on I have pages for geographic area that I am targeting for the same thing, these pages are all ranked on the first page for their location related search. I think the key is to have well written unique content for each of the pages with content that is specifically relevant to that area. Just because you are targeting the same thing in a different area doesn't mean you can't have pages that are unique yet cleverly target the same service in a different area. In these circumstances I always find it useful to use examples and testimonials for each area if appropriate. Bring input from locals that you work with to give the page a local feel. The recent changes with Penguin/Panda have not had a negative impact on my sites and I am not planning on changing my tactics, because at the end of the day Google is looking for better quality search results so when I produce a page I try to make sure it truly does serve a purpose for a visitor and isn't just spam.

Will adding 1M (legitimate/correct) internal backlinks to an orphan page trip algo penalty?
We have a massive long tail user generated gamification strategy that has worked really well. Because of that success we haven't really been paying enough attention to SEO and in looking around caught some glaring issues. The section of our site that works as long tail goes from overview page > first classification > sub classification > specific long tail term page. Looks like we were relying on google to crawl/use forms to go from our overview page to the first classification BUT those resulting pages were orphaned - so www.mysite.com/product/category_1 defaulted back to the search page creating duplicate issues. www.mysite.com/product/category_1 and www.mysite.com/product/category_2 and www.mysite.com/product/category_3 all had duplicate content as they all reverted to the overview page. It's clear we need to make an actual breadcrumb trail and proper site taxonomy/linkage. I'm wanting to do this on just this one area first, but it's a big section with over 3M indexed "specific long tail term pages". I want to just add a simple breadcurmb trail in a sub navigation menu but doing so will literally create millions of new internal backlinks from specific term pages to their sub & parent category pages. Although we're missing the intermediary category breadcrumbs, we did have a breadcrumb coming back to the main overview page - that was tagged nofollow. So now I'm contemplating adding millions of (proper) backlinks and removing a nofollow tag from another million internal back links. All of this seems in line with "best practices" but what I have not been able to determine is if there is a proper/better way to roll these changes out so as to not trigger an algorithm penalty. I am also reticent about making too many changes too quickly but these are SEO 101 basics that need to be rectified. Is it a mistake to make good improvements too quickly? Thanks!

What to do about pages I have deleted?
I have been working through the dead links on my page and recreating the page with new content for those pages that it still makes sense to have on the site. But I have a few that were just changes of the title, spelling mistakes or other ways of saying the same thing In other words I created a page called "areas of the UK we cover" but decided to change it to "areas covered" However, I must have created links to this page and now it is a dead link with a page authority of 19 I think it would be spammy to have two pages, one called "areas covered" and the other called "areas of the UK we cover. It's not a disallow in Robots.txt because the page does not exist Please note I do not have access to the header to add code for a 301 redirect. I'm still using webs.com but not for new sites. I also have a page called singing telegrams london, that I changed from singagrams london. These are two words for the same thing but they are two very different keywords would it be ok to recreate this page and create content for singagrams london. Help is much appreciated

Bad to have "As Seen on" links sitewide
I've seen a lot of people saying that sidewide external links are a no-go. Does this also apply to links of a vanity variety? What I mean by this is "as seen on" links or links to awards given to the business? This intellectually seems okay to me, but I want to make sure I'm not shooting myself in the foot. Any evidence, case studies, anecdotal stories would be appreciated!

Which page to rank for a Keyword? Home Page or Deep Page?
So, we have a situation where there is one particular keyword we want to rank for. We have been up and down over the years, at our best probably position 4-5, and now at 20ish. Thats for our home page of course, which the majority of our linking is probably pointing at. We also have a sub page which is optimised for that particular service. The term is "web design brisbane".

So as you can imagine, Web Design is in itself a service and we offer others. Should we optimise our home page for it and remove the sub page?
Keep the sub page because its one our services and optimise both?
Do some kind of canonical thing?
Change our interlinking? All our competitors home pages seem to be the ones that rank, and it feels and looks better in results if its the home page, but if switching up to our sub page is better im all ears. Also if our sub page is somehow hurting or leaking SEO from the home page, id like to know as well. Would prefer to not have to provide a link, due to competition but if someone wants to know we can always PM.0 -
