Example: A PR 4 page updates the page a year later with new links. Does Google discredit these links as being fishy?

If you're worried about this then ask the site to do a larger content update on their page rather than just changing a link. Get them to add an editorial note that says when the update happened and why.
A lot of "keyword sponsorship" services only change phrases into links and don't actually update the content. Plus if ti comes down to a manual review you've almost got proof that it's not just some crappy links you've paid for.

There are two pieces of advice I can share:
1. As an SEO you should be intimately familiar with Google's Guidelines: http://support.google.com/webmasters/bin/answer.py?hl=en&answer=35769
2. As long as you are following the guidelines in good faith, you should have nothing to worry about at all.
If you sincerely practice white hat SEO these are not things you need to worry about. On the other hand if you step into grey/black hat at times, then you have a good reason to be concerned.

yeah def. But what may seem like legitimate and white hat webmaster to webmaster outreach clearly also resembles paid links. Just hoping to not get penalized for something that represents something else. Which seems harder and harder with every algo update

No.
There are plenty of legitimate reasons to update an older page. For example, an article may have been written in 2010 on a given topic such as "Best Vacation Hideaways in Hawaii". In 2012, another author may write a similar article. The original article author may then offer a link to the newer article stating "for more ideas see [insert new article link].
The above is a legitimate example of why an older article may receive a new link.
With the above noted, almost any authentic technique can be transformed to a black hat tactic. Google has numerous methods for detecting pages which try to manipulate links.

So the website I am working for asks for a location before displaying the product pages. There are two cities with multiple warehouses. Based on the users' location, the product pages available in the warehouse serving only in that area are shown. If the user skips location, default warehouse-related product pages are shown. Reviews not pulling through to Google My Business page
OK, a local SEO question! We are working with a plumbing company. A search for (Google UK) shows the knowledge panel with 20+ reviews. This is good! However, if you search for "plumbers norwich" and look at the map, thecompany is on the third page and has no reviews. I've logged into Google My Business, and it says the profile is not up to date and only 70% complete with no reviews. This is odd, as there was a fully complete profile recently. Any ideas on how best to reconcile the two? Thanks!

Recovery after recent Google update
Hi guys. This is somewhat a continuation for this topic: https://moz.com/community/q/january-2016-massive-rankings-fluctuations After that update, several of our clients and our website as well have experienced high fluctuation rankings period, which ended up in huge drops - 10-20 spots. Which, obviously, made everyone unhappy. Anybody knows what exactly the change was about? What should we fix/take a look at, analyze again? We aren't using any shady techniques or black hat. Everything is honest. All metrics, number of backlinks etc are going up, no major changes have been recently made. Please, help!

Links from non-indexed pages
Whilst looking for link opportunities, I have noticed that the website has a few profiles from suppliers or accredited organisations. However, a search form is required to access these pages and when I type cache:"webpage.com" the page is showing up as non-indexed. These are good websites, not spammy directory sites, but is it worth trying to get Google to index the pages? If so, what is the best method to use?
