On page link question, creating an additional 'county' layer between states and zips/cities

Question
We have a large site that has a page for all 50 states. Each of these pages has unique content, but following the content has a MASSIVE amount of links for each zip AND city in that state. I am also in the process of creating unique content for each of these cities and zips HOWEVER, I was wondering would it make sense to create an additional 'county' layer between the states and the zips/cities. Would the additional 'depth' of the links bring down the overall rank of the long tail city and zip pages, or would the fact that the counties would knock the on page link count down from a thousand or so, to a management 50-100 substantially improve the overall quality and ranking of the site? To illustrate, currently I have
State -> city and zip pages (1200+ links on each state page)
what i want to do is do
state -> county (5-300 counties on each state page) -> city + zip (maybe 50-100 links on each county page). What do you guys think? Am I incurring some kind of automatic penalty for having 1000+ links on a page?

1000 links per page is probably too much. Google used to recommend having 100 or less, although their crawlers have improved a lot since then.
It all depends on how high your page authority is, because that pagerank is going to be split between each and every link on the page. The more links you have on a page, the less pagerank each link will receive. If you have a really high authority page, this is no problem, but if you're a medium to small site, I would recommend against it. If you have a low authority page, Google may not even bother to crawl all the links on the page if it has too many.
So yes, splitting up those massive pages of links into smaller sub-pages makes a lot of sense. Also, think from a user perspective what is going to be the best way to navigate your massive site.

my question is as follows: How does Google handle link flow if two links in a given page point to the same URL? (do they flow link individually or not?) Having 200 internal links on a page...is always bad?
I have an e-commerce site with a very important page that have over than 200 links...I have read in various sites that is bad to have too much links in page...what do you think? This is one of the most important pages in my site = general product page. Thank you!

Is it better to create more pages of content or expand on current pages of content?
I am assuming that one way of improving the rankings of current pages will be to create more content on the keywords used... should this be an expansion of the content on current pages I am optimising for a keyword or is it better to keep creating new pages and if we are creating new pages is it best to use an extension of the keyword on the new page – for example if we are optimising one page for ‘does voltage optimisation work’ would it then be worth creating a page optimised for ‘does voltage optimisation work in hotels’ for example and so on? I am guessing maybe both might help, this is just a question I have had from one of my clients.

do links in footers or side bars count less than links in the center of the web page? How much less if so? I have some articles on my site. Would i get more of a boost in rankings to pages of my site by placing links in the text of my articles on my site to other pages on my site? Thanks mozzers!

Do Navigation links count the main link on the page?
After reading this article http://www.seomoz.org/learn-seo/anchor-text it talks about how only one link per page counts if they are going to the same page. This is what i had learned in the past; however, my understanding was if it was a in the main navigation as a child or grandchild or in the side navigation and then in the main body text, the link in the main body would count/ be held higher than the other options.
