Why would this site outrank a Pr2 site with higher domain authority?

I am trying to get a pr2 site to be on top 7 local spot for the keyword Van Nuys Bail bonds but have discovered a site which has barely any back links and is not even a year old on top results. Their backlinks are from lower authority domains than what we have. How could this site be beating a 7 year old pr2 website?
The site I'm working on is http://bbbail.com/
The site that is ranking in 5th spot local with pr0 is
http://www.vipbailbonds.org/
is it maybe because it is a .org site?
Also I notice that all websites in top spots have www, could that be a factor as well?

It could very well simply be location. Being close the centroid is a huge factor.

Well that's the thing, I did some research and these guys virtually have no back links or citations. I would think that our site that is 7 yrs old has pr2,bunch of citations and thousands of back links would definitely outrank this site.

When dealing with local results, there are a lot of factors that contribute to rankings beyond PR, some much more influential. A quick look at the map indicates to me that the physical location of vipbailbonds.org is closer to the Google's centriod for Van Nuys. That alone could cause them to out rank you. Beyond that, there are reviews, citations, content on the Google+ Local page, categories, etc. all of which could cause them to out rank another site despite having a low PR page.

Thank you for the tips, everything was working fine but I guess my client made some changes and messed the links up. Still didn't really answer my question as far as why this new site is outranking aged and higher ranking sites. Any one else have a theory?

The www and the .org have nothing to do with it. That much I can guarantee.
Have you added your Google Plus page to rel=publisher? Follow these instructions and do so https://support.google.com/webmasters/answer/1708844?hl=en
Focus on your Google Plus page. There is a weird link on your page that looks like it should go to Googe Plus but it just 404s. That'd be a good place to start. Then when you do get to your G+ page you get some YouTube videos that are shared publicly but aren't viewable because you've set them to private.
Basically I stopped there but you need to work on optimizing your site and your local G+ page. If done correctly you will see positive results.

Why does a site that is worse than mine by every objective measure I can find, keep outranking me in search?
I’ve been working on educating myself about SEO all day, again. All-Star Telescope up in Canada. We have a competitor that consistently ranks #1 and I don't get it. Their site is full of duplicate content (straight copy and paste from the manufacturer site). They don't have any meaningful blog or video content to add relevance or value to their site. We have higher page authority, higher domain authority, and they keyword analyzer in moz says that our page is higher quality than the the competitors page. Our site is slow, but theirs is slower. I can’t find a single metric on any tool (ubbersuggest, Moz, ahrefs, semrush) that says Telescopes Canada is a better site, or has a better NexStar 8SE product page (a popular telescope). The text is original, it’s relevant, we have healthy internal links to the page. All of those things are helping, but I fundamentally don’t understand why Telescopes Canada is #1 almost across the board on every key product in our market. There is something that I’m not seeing here, something that isn't being captured by the tools that I have. Is it simple the fact that they get more traffic? Is that why some people go and buy traffic? NexStar 8SE Canada We've worked with two highly ranked SEO's to try and figure this out, one in Canada, and one in the USA. I haven't seen a confidence inspiring answer from either of them. One site per location or all under and umbrella site?
I am working on a project where we are re-branding lots (100+) existing local business under one national brand. I am wondering what we should do with their existing websites, they are generally fairly poor and will need re-designing to match the new brand but may have some residual links? 301 redirect the URL to the national site, e.g. nationalsite.com/localbusinessA? If so what should I look out for? Do I need to specifically redirect any pages that have links to them to the same pages on the new site? Or should I give them a new standalone website that they link back to the national brand site? More than likely this will be hosted on the same server and CMS as the main site just the URL will remain Do I need to make sure that any old URL's that had links to them are 301'd to the new pages? Should a 301 from a penalised domain to a new domain be removed?
A business traded on a domain let's say example.COM which was heavily penalised due to non-removable spammy back links. Their previous SEO advised them to set up on example.CO.UK but redirected example.COM to example.CO.UK. Example.CO.UK ranks very poorly, presumably due to being 'tarred with the same brush' i.e. attributed with the ills of example.COM. Will it do any good to remove the redirect or is example.CO.UK now doomed as well?

Redirecting domain to the main domain (hosting cost?)
Hello Everyone, I have the following situation. There is main domain and a secondary domain that is related to the page on the main domain. I want to integrate the content of the secondary domain into the page on the main domain and redirect the secondary domain via 301 to that specific page. As i understand I can do it via .htaccess using rewrite mechanism. http://www.seomoz.org/learn-seo/redirection But the question is does it mean I have to keep paying for the hosting for the secondary domain? Because htaccess has to be located on the web server so I would need a hosting plan for it? Is that true? Is there any way around it? P.S. to avoid any confusion - I am talking about hosting plan - not domain registration fees

Is it better for our Blog to be blog.domain.tld or domain.tld/blog ?
I'd dread the answer being the latter rather than the former as we've spent two years building it blog.domain... However I noticed SEOmoz are domian.tld/blog and it got me thinking.... Cheers. R.

Domains
My questions is what to do with old domains we own from a past business. Is it advantages to direct them to the new domain/company or is that going to cause a problem for the new company. They are not in the same industry.

Checkout on different domain
Is it a bad SEO move to have a your checkout process on a separate domain instead of the main domain for a ecommerce site. There is no real content on the checkout pages and they are completely new pages that are not indexed in the search engines. Do to the backend architecture it is impossibe for us to have them on the same domain. An example is this page: http://www.printingforless.com/2/Brochure-Printing.html One option we've discussed to not pass page rank on to the checkout domain by iFraming all of the links to the checkout domain. We could also move the checkout process to a subdomain instead of a new domain. Please ignore the concerns with visitors security and conversion rate. Thanks!
