Linkbuilding: Checklist for quality of a link

Hi everyone,
During linkbuilding you often stumble upon those links you are not quite sure of. At first it may seem like a brilliant idea to get a link fom that site but on a second look it may be not.
So what would be a checklist of things to look for, if one is asessing a website's link quality? (e.g. how do you spot a bad neighborhood?)
If you are using SEOmoz tools for the quality asessment, which one would you use?

Some stuff I look for in a quality link:
Pagerank/MozRank
Other links on page - are there any pill/viagra or gambling/porn links? Anything else fishy? Skip it if so. Are there more than 50-100 outbound links on the page? That's a lot.
Google cache date - has it been cached within the last couple of weeks? The more recent the better.
Is the site relevant to your niche? What about the domain? Does it look like a dropped site? If so skip it.
How easy is it to get a link? Do they automatically take reciprocals?
And like Adam said, how is the content?
All of these factors can help, but really it also comes down to your gut feeling.

That's a bit tough to answer quickly, because there are so many things that could negatively affect the trust or authority of a website. A few include:
Other websites the page/site links to
Usage or gray or black hat tactics
Quality of content on the site
Overall quality of the site
Authority of the linking page

Loads of quality content but not getting links!! What should I do?
Hi I have been working hard and creating valuable content for 2 years now, we create a weekly news letter with around 10 articles and all our customers love it. I have well over 110 identical backlinks of widely varying quality - is it worth taking the page they're linking to down?
The site on which I'm working has been experiencing a month-to-month decline since the Panda and Penguin updates - I didn't get an unnatural links notification, but have clearly fallen off the face of Google with many of the more important rankings. After running a scan on my backlinks, I found over 110 identical backlinks (it looks like the same medical definition and my website is listed in the endnotes as a source - just the URL, not anchor text), some from reputable websites with high pageranks and others that look very 'spammy.' We've redesigned the architecture of the site, so the actual link itself has a 301 redirect on it, but I'm just wondering exactly how much of a liability is it to have these links out there? I'm guessing it's an all or nothing kind of thing given the identical content on each page - on one hand, I'm pretty frantic to get to the root of the Google penalties and get back in their good graces. On the other hand, I don't want to kill the site completely by going after a set of valuable links. Has anyone dealt with this before?

Are high quality press release syndication site links valuable?
Suppose your press release got picked up by high authority sites like Yahoo, Morningstar, PaidContent.org, etc. But they republished the press release and kept the links. Do these links pass any value since the sites are just republishing the press release?

How to sell linkbuilding?
Howdy SEOmoz, I was wondering what your approach is in selling linkbuilding to clients (we're an agency). Do you sell it as "linkbuilding" or more like content creation/content marketing? do you bill by the hours, instead of project based? How would you calculate the number of hours required? (I know "it depends" :-), but still some insights would be cool) Do you start immediately with more creative strategies (widgets, infographics)? Do No follow links from social media platforms transfer authority or value when they link to third party websites?
With social media playing a bigger role in SEO (since the Panda, Penguin updates etc) and how search engines rank sites now, does anybody know why Twitter for instance has 'no follow' when I check my client's websites under 'inbound links' on Open Site Explorer?

SEOs and web developers frequently leave links to their site in the footer of their clients' sites. Does this negatively impact the site with the links?
