Why does this keyword have much greater volume in Bing Keyword Research Tool than Google AdWords Keyword Planner?

I'm using the Google AdWords keyword planner and Bing Webmaster Keyword Research tool. For both, I'm trying to get accurate search volume for the exact term "advertising sales".
Over the last thirty days, Bing reports a volume of 5,988. Google's average monthly search volume is 880. Given the market share Google has, I would expect a much higher volume, especially when compared to Bing. Can you offer some ideas of why this might be happening?

Update: I checked exact match search volume on Bing using the past 30 days and on Google AdWords keyword planner using average monthly searches. For "advertising sales", Google gives me 480 and Bing gives me 11,224. Can someone offer ideas of why the issue is continuing?

I appreciate the reply, but I'm comparing Bing exact match to Google exact match, so that wouldn't be the cause for the discrepancy.

Hi Kevin,
Google's tool only give exact match search volumes whereas Bing includes broad phrase and exact match results. This might be the cause for the discrepancy in volumes. Google's data being displayed in the keyword tool might not be that current.

Hi Mozzers! I do a lot of work in niche areas, and one issue I often confront in keyword research is unknown search volume. That is, I'll be doing keyword research in Keyword Explorer or Gooogle Search Console, and for the most relevant keywords, I find either very low search volumes, null search volumes, or "Data not available." I have two keywords. If I combine them do I get credit for both keywords?
For example I have a keyword - IPA Beer, and I have a keyword - IPA Beer Kit. If I use the keyword IPA Beer Kit will I get the benefit of the IPA Beer keyword as well as the IPA Beer Kit keyword? Hope this makes sense. Thanks in advance for the help!

KWs w/ no bids on Google AdWords
When using the Google Keyword Planner to research KWs, is it a correct assumption that if the KW doesn't have a suggested bid, there's probably not going to be a real impact in optimizing for it? Hypothetically, if I saw a high-volume, low-competition KW w/out a suggested bid I'd feel differently, but I'm just seeing it happen with low volume and competition. Thanks,

How do I find out what low-volume keywords are best to target?
Since many of our products and services are purpose-built for a niche community, I find that many of the keywords I am researching are all low-volume. Data on the Keyword Difficulty Tool show '0' under Bing Search Volume (exact match). I know what my competitors are targeting based on their title tags and web content, but I'm not sure if they did their keyword research homework, so I don't want to assume. Is there any other way to determine which keywords I should be targeting?

Sometimes I notice in Google keyword tool that a keyword has very low search volume (<10) and high competition? Why would anyone go for a keyword with very less search volume ?? (note: If Checked in Google keywords tool with Exact match) Though I understand this tool doesn't always have exact data but still any explanation to that question?
