Can hosting blog posts with keyword anchor text on outbound links cause a penalty?

My site received a Google penalty for having inbound links from blog posts with over-optimized ("spammy") anchor text. I spent months getting these links removed.
Yesterday - I received a link deletion request from a site that my site had linked out to (three links via keyword anchor text relevant to their company) in a blog post.
The "unnatural link" penalty still hasn't been removed from my site.
My question is: Does the penalty work both ways? For having inbound "unnatural" links ... AND for having outbound "unnatural" links?

If you received an inbound unnatural links penalty then the links going OUT from your blog will not matter. It's possible for you to also get an outbound unnatural link penalty as well but you would receive notice of that just like you did with the inbound penalty.

What do I do with these back links?
In the last two weeks, I've got 10 pingbacks from this http://caraccidentlawyer.cc/coroner-ids-berkeley-bodies-who-were-killed-in-recent-car-accident/ and sites like it. The featured attorney is a competitor of ours and, since the links aren't sex/drugs/rock&roll related, (and he's linked too) I doubt this is a negative SEO campaign, but I want it to stop. These blogs are basically pure spam. Any suggestions?

No crawl code for pages of helpful links vs. no follow code on each link?
Our college website has many "owners" who want pages of "helpful links" resulting in a large number of outbound links. If we add code to the pages to prevent them from being crawled, will that be just as effective as making every individual link no follow?

Penalty on two primary keywords
Hi Seomoz, I have been strugling to get www.texaspoker.dk out of what seems to be a keyword specific penalty (we are on page 5 on "poker" and "online poker"). First I thought it was Penguin related, but I'm not so sure any longer. I have removed all the bad links to my site possible (it's not easy to get other people to remove links, I can tell you), and I have reported all the links that I would like google to "ignore" (reconsideration request) ... all in all I have requested for reconsideration 5 times, and - despite some small changes - I got the same answer every time. We violate the quality guide lines and we should be looking for unnatural links pointing to our site. If any one - by having a look at our site - have any idea what could be wrong, please don't hold back, we would love to hear your point of view. Right now we are in the middle of making our partners take off their site wide links to us (the partners you'll find if you click the flags to the right in the top of the home page). On Texaspoker.dk we only link to the partners from the home page, but maybe we should consider to take of even these links? No one is really clicking on them anyway. Another thing, which is only under consideration, is to ask our partners from Betxpert.com (with whom we have exchanged our news feed - you will find their feed if you schroll down the home page) to set the feed to "no follow" and do the same our selves. What do you think of this thought? As far as I can see, there is nothing wrong with the on page optimization, but maybe some one can see what I don't see? Why is either Rogerbot or (if it is the case) Googlebots not recognizing keyword usage in my body text?
I have a client that does liposuction as one of their main services, they have been ranked in the top 1-5 for their keywords "sarasota liposuction" with different variations of the words for a long time, and suddenly have dropped about 10-12 places down to #15 in the engine. I went to investigate this and actually came to the "on-page analysis" tool for SEOmoz pro, where oddly enough it says that there is no mention of the target keyword in the body content (on-page analysis tool screenshot attached). I didn't quite understand why it would not recognize the obvious keywords in the body text so I went back to the page and inspected further. The keywords have an odd featured link that links up to an internally hosted keyword glossary for definitions of terms that people might not know directly. These definitions pop up in a lightbox upon clicking the keyword (liposuction lightbox screenshots attached). I have no idea why google would not recognize these words as they have the text in between the link, yet if there is something wrong with the code syntax etc. it might possibly hender the engine from seeing the body text of the link? any help would be greatly appreciated! Anchor text in Flash Discoverable by Search Engines?
What recommendations do you all have to make anchor text discoverable in flash? More importantly is it even possible and does it contribute to link juice?
