Can hosting blog posts with keyword anchor text on outbound links cause a penalty?

My site received a Google penalty for having inbound links from blog posts with over-optimized ("spammy") anchor text. I spent months getting these links removed.
Yesterday - I received a link deletion request from a site that my site had linked out to (three links via keyword anchor text relevant to their company) in a blog post.
The "unnatural link" penalty still hasn't been removed from my site.
My question is: Does the penalty work both ways? For having inbound "unnatural" links ... AND for having outbound "unnatural" links?

If you received an inbound unnatural links penalty then the links going OUT from your blog will not matter. It's possible for you to also get an outbound unnatural link penalty as well but you would receive notice of that just like you did with the inbound penalty.

Will Google still ignore the second instance of anchor text on a page if it has an H2 tag on it?
We have a page set up that has anchor text with header tags. There is an instance where the same anchor text is on the page twice linking to the same page, and I know that Google will ignore the second instance. But in the second instance it also had an H2 tag (which I removed and put it on the first instance of anchor text even though it's smaller). Is this good practice?

Recovered from Penalty But.....
Hello,We recovered from Google's manual penalty in January 2014. Afterwards, we changed our site design, fixed our content, disavowed bad links, increased our social presence, tried to engage customers in blog content, etc. But we still couldn't get our domain name back on SERPs. (It wont show our site even on first page if I search "best vpn service" on Google.com)What should we do to bring our domain name back on the SERP?What About Sandbox? What we need to do to get out our domain name from sand box?Any comments or thoughts will be really appreciated 🙂

Changing the anchor text of a big amount of links at once is bad for SEO?
Hi there, Our service at fotograf.de is a shopsystem for professional photographers. The customers can build their own website with our tool including an onlineshop to sell their pictures. We have a lot of links from our customers linking to our homepage. The links come from subdomains of our domain and from external domains. We are now thinking about changing the anchor text of half of the links (round about 300.000 links). Do we have to fear a penalization of Google for changing so many anchor texts at once? Do we get better rankings if we choose a more optimized anchor text or does this have no effect because most of the links are from subdomains (each customer has its own subdomain) of our domain? Similar category names result in similar urls and duplicate anchor texts
Hi all, I'm working on an e-commerce website about car tuning and car parts. There are main categories like ( Aerodynamics, Power tuning, Interior, Wheels, Tires, etc. ) and in the products are organized in sub-categories representing the product manufacturer, car manufacturer and car model + modification. Unfortunately this kind of structure creates duplicate sub-category names. For example we can have parts for Audi A4 8K in Aerodynamics and ABT, and the same time we can have Power tuning from the same manufacturer and for the same car, or Sport brakes for the same car by different manufacturers. So here are how some links look-like: /alfa-romeo-147-c1070-en /alfa-romeo-147-c234-en /alfa-romeo-147-c399-en These are totally different categories, with the same anchor text and almost the same url addresses ( the only difference in the urls is the category id ). Can this be affecting the site's indexation, and which can be the better way to create the internal link structure ?
