Need referrals on expert to clean up "unnatural links" and submit reconsideration request

I just received a manual unnatural links penalty. I was shocked because other than maybe five links many years ago, I've not done anything to get links. The site is very powerful in it's own right and buying links is unnecessary. My first thought was a competitor has done the link spamming on my behalf, any my site is very profitable and the competitors are plentiful and ruthless (i.e. steal my content and use it) since we are #1 for our search term.
I took a quick look at my links (via webmaster tools) just now and yes, in the last few months there are tons of links from very bad looking sites that are I've never heard of. It's obvious I've been purposefully hit by a competitor. (What's it called when they do this?)
Does Google understand at all that this stuff goes on? Do they even care? On the eventual reconsideration request, if I say that I honestly didn't do those links, would they even believe me or even care?
I have read several articles on what to do now. But this is so important to my income stream that I don't want to screw anything up trying to fix it, and I want to get it right the first time. Every day is very expensive to me. So, I'd like to get some recommendations on any experts that can handle this professionally and swiftly. Please let me know of anyone trustworthy that won't rip me off, and if you are such a professional yourself, please let me know.

Bizzer, your case intrigues me as right now I am working on my next Moz article which is about negative SEO. Google does admit that negative SEO is possible. However, they say that they work extremely hard to not penalize sites that have had someone else point links at them. I would be very interested in having a look at your backlink profile, even if you don't hire us to do the job for you.
I have seen hundreds of penalized sites and I have yet to see a case where I felt a site was penalized unfairly. In cases where a site has been a victim of a spam attack of unnatural links and then gets a penalty, there is usually still a bunch of unnatural links that truly were made by the site owner. One thing that I do commonly see is site owners that don't realize that they have been making unnatural links. For example, many site owners have done extensive guest posting in order to gain links and because the guest posts were not on ultra spammy sites they feel that this is within the guidelines. But you did mention that you haven't done anything specifically to get links, so this may not be the case for you.

Relaunching a site that has had thousands of posts linking to the same 20 articles. How to properly setup internal linking?
I'm in the process of relaunching a music news site (www.prefixmag.com) that once did quite well in search (over a million monthly search visits in its prime). The site got crushed by Panda, etc. and we stopped updating it. I'm starting to do more research but one thing that I noticed was we have modules in the right rail (desktop) that are found on all of our article pages that point to the same posts. (Edit: Added attachment. The links in the right rail under Editor Picks, Features, News, Media, etc. are found on every page of the site). In other words, we have thousands of posts that all link to the same 20 or so articles. Should we not do this if we're not trying to emphasize these posts in Google? Assuming this is the case, what is the proper way to do internal linking? Do we simply setup a sitemap and link to it? I'm hoping to have the thousands of articles we've published over the years have a chance to rank in search again. Spammy Links in MOZ but when I go to the external link I can't find a link to us
I was going to try to contact webmasters to see if they would remove some of our spammy links. I see alot of them in MOZ but when you go to the site our anchor text is not there. Is this good? How often does MOZ refresh external links. My Reconsideration Request Was Denied, Now What?
2 weeks ago, I submitted a disavow links request to Google and I was quite sure I did a great job at cleaning the links. I won't go into detail about how I did it but let's say that I reviewed manually each link that didn't get flagged as toxic by Link Detox. At the same time, I submitted a reconsideration request explaining what I did and mentioning that I submitted a list of links to disavow. I never got any reply about the disavow links request but I got my reconsideration request denied today: ========================================== Dear site owner or webmaster of ... We've reviewed your site and we still see links to your site that violate our quality guidelines. No Follow Links
On my campaign report from SEOmoz I have noticed that all my 3 competitors have 99% followed links versus 1% no-followed links. Should I do the same? How can I check were are the no-follow links on my site? I have found some tool online but it shows me that there are only 2 no-follow links on my website which are both www.cloudflare.com while SEOmoz report shows me that I have 1031...where can i view this links?

How can a not so passionate subject get links? Need ideas?
Our client owns a very big pest control site. They are competing with pestmall, orkin, terminex to name a few. Almost all of there competitors are spamming like crazy. For some of their competitors it is working. They get natural links very slowly. Maybe 1 natural link every week. How can a not so passionate subject get links? Here was my ideas. Offer a tool to pest control sites for a link in return. The flaw is most pest control company owners are not tech savy and if they are they have hired it out. I just really need some ideas. Link Building: Asking for links versus building links
I am currently delving into link building for SEO having started out from a social media marketing side. From that angle, it was always my belief building high quality links came from engaging targeted bloggers and sites in my market and related verticals for product reviews and/or providing expert advise and opinion for posts they are creating. As I am learning more the "technical" side of SEO, I've read a lot of posters on here talk about asking from links from websites. While I get the concept from a strategic stand point, are links really asking for or is better to continue to pursue the long term investment of pitching to get coverage from well known bloggers and sites?
