Backlinking post penguin

Does anyone have any effective strategies about how to backlink for a new website. I'm just really cautious of this new penguin update and don't want to submit to too many directories or do anything that will get penalised, seen as the website is new.

There is really no such thing as a bad strategy, just low quality and overly aggressive ones.
You want to win difficult links rather than build easy links and focus on quality over quantity. You want links from topically relevant sources and ideally, whilst you can build links, you want to inspire them if possible (easier said than done).
The usual strategies apply, write great content, network with other bloggers, try to get people talking about things that you do. Guest posting still has some legs, as does outreach but you need to have something for people to link to.
Guest posting seems to be something people are migrating towards as a safe strategy so it is worth pointing out that this is not a magic bullet approach, if you go low quality, it is really just article marketing so go after those hard to win links and sure, flesh it out with some good but not always triple A stuff but be careful with quality and anchor text ratios and you should be okay.

Difficulty getting relevant backlinks
I run a very niche blog on getting section 8 housing. I've had the blog for about 6 years and have paid attention to it on and off. For the past few months, I've been ON again. What's appealing to me is the amount of potential traffic the keywords have and small competition. I have knowledge on the subject. I've read Moz seo guides, etc... The problem is government sites rank high (understandably) or other sites that are nonsense / scams when you search 'section 8 application'. It's very hard to find active bloggers to do link exchange is with as the sites that rank high are trying to scam people and obviously I can't get government back links. I've tried reaching out to people with no avail. I think I have good informative content. All of my adsense goes to charity but at this point it's not much. I'd like to get it out there, white-hat style, but I'm having difficulty. Any suggestions (please be specific), on how I can target sites that would be relevant to this topic and not do generic back-linking (unless you think news submissions, etc will work)? Thanks!

Backlinks from subdomain, can it hurt ranking?
I just started doing an SEO audit and noticed I have 40,000 some odd back links from an OLD version of our site that has been moved to a subdomain. The back links are for articles that already exist on our main site. I don't think Google is picking it up as duplicate content because that site isn't being crawled anymore. Could this hurt us SEO wise? I plan on removing the site, but how long after it's been removed should those back links disappear?

Sites Ranked Again - Post Penguin SEO Help
Got destroyed by Penguin because of questionable links. I had most of the links removed and my sites have been restored for the most part - though lower than they previously ranking for keywords. What is the best SEO strategy to move up in rank? Link Building strategy? Is there a penalty for domains that have keywords in them?

Why are Backlinks not showing up?
I've been building backlinks for about 2 months now, but the links are not showing up in seomoz. What is going on? I've built backlinks across many different domains and using a variety of techniques including: directories blog posts blog commenting pr websites industry sites that allow blog posting and press release posting industry forums Some of the links I built were from finding links competitors had and then creating a similar link, like blog commenting. In some cases I took blog articles from our site and published them on industry blog sites. I've searched for many of the pages and I CAN find them, so they ARE being indexed by Google, but they are not showing up as backlinks. I've read some posts that say it can take anywhere from 2 to 5 months or longer before the links show up. I've also read that Google's Webmaster Tools may show the links before seomoz does. Couple questions: Why don't the links show up as backlinks in seomoz? Will they show up eventually in seomoz and, if so, when? Should the links show up in Google Webmaster tools before they do in seomoz? Is there any good reason to believe some of the links will never get recognized, or should I be confident that they will eventually get recognized?
