Lower quality new domain link vs higher quality repeat domain link

First time poster here with a dilemma that head scratching and spreadsheets can't solve!
I'm trying to work out whether to focus on getting links from new domains or to nurture relationships with the bigger sites in our business and get more links. Of the two links below which does the community here think would be more valuable a signal to Google? Both would be links from within relevant text/post copy.
Link 1. Site DA 30. No links currently from this domain.
Link 2. Site DA 60. Many links over last 12 months already from this domain.
I suspect link 1 but given the enormous disparity in ranking power am I correct?!

I would forget about Domain Authority -- it's about as useful as PageRank.
On which of those two sites should you get links? The one that is more prominently read among your target audience. If I have a website about basketball, I'd prefer a link from another big basketball site with a DA of 20 over a site on, say, cooking that may have a DA of 60.
In the age of "earning" links, the best links comes as natural by-products of just doing good marketing and public relations. And involves the process (which I outline here and here on Moz) of KPI setting, audience identification and research, messaging and positioning, channel research, content creation, and campaign execution. Do this process well over and over again forever, and the best links will come your way without you even needing to think about it.

Given you are after page juice only, as far as I know after the third link from a certain domain, no matter it's DA, the incremental page juice transferred is negligible. Only exception in my experience is when 1) the additional links are deep-links, 2) content targeting heterogeneous keywords and 3) you work on to get exceptional PA for that linking page.

Great question. And your hunch is correct. If you already have links from the other domain, and you're confident that the DA 30 is a credible site that isn't engaging in bad practices, then do the work to earn that link!

Move domain to new domain, for how much time should I keep forwarding?
I'm not sure but my website looks like is not getting it's juice as supposed to be. As we already know, google preferred https sites and this is what happened to mine, it was been crawling as https but when the time came to move my domain to new domain, I used 301 or domain forwarding service, unfortunately they didn't have a way to forward from https to new https, they only had regular http to https, when users clicked to my old domain from google search my site was returned to "site does not exist", I used hreflang at least that google would detect my new domain been forwarding and yes it worked but now I'm wondering, for how much time should I keep the forwarding the old domain to the new one, my site looks like is not going up, I have changed all the external links, any help would be appreciated. New Domain VS New Page Backlink?
Assuming you've already got a link from:

sitea.com/page1 (Moz domain rank 55, Moz page rank 30) You have two choices for another link: 1. Another link on the same domain but a new page:
sitea.com/page2 (Moz domain rank 55, Moz page rank 30) 2. A link on a new domain but with a lesser domain & page rank
siteb.com/page1 (Moz domain rank 30, Moz page rank 20) Assuming you have no other links to your site - both sites are relevant to your industry, both 5 years old, both have the same number of visitors/external links/ads and the content and anchor text remains the same. 301 redirect subdirectory to new domain
I'm planning on using 301 redirects to spin out a subdirectory of my current website to be its own separate domain. For instance, I currently have a website www.website.com and my writers write tech news at www.website.com/news. Now I want to 301 redirect www.website.com/news to www.technews.com. Will this have any negative impact on SEO? What are some steps that I can take to minimize these impacts?

Spam Links? -115 Domains Sharing the Same IP Address, to Remove or Not Remove Links
Out of 250 domains that link to my site about 115 are from low quality directories that are published by the same company and hosted on the same ip address. Examples of these directories are: -www.keydirectory.net -www.linkwind.com -www.sitepassage.com -www.ubdaily.com -www.linkyard.org A recent site audit from a reputable SEO firm identified 125 toxic links. I assume these are those toxic links. They also identified about another 80 suspicious domains linking to my site. They audit concluded that my site is suffering a partial Penguin penalty due to low quality links. My question is whether it is safe to remove these 125 links from the low quality directories. I am concerned that removing this quantity of links all at once will cause a drop in ranking because the link profile will be thin with only about 125 domains remaining that point to the site. Granted those 125 domains should be of somewhat better quality. I am playing with fire by having these removed. I URGENTLY NEED ADVICE AS THE WEBMASTER HAS INITIATED STEPS TO REMOVE THE 125 LINKS. 301 a strong but under-performing landing page to a new domain?
Hi guys, Our website have a very strong landing page (PA 80, more than 1,000 domains linking) but is currently not ranking at all as the targeted terms are dominated by exact match domains. We are thinking of redirecting this particular page to a new partial match domain targeting the same keywords. Is it a good move?

Reciprocal link finder tool - not looking to do reciprocal links.
The company I work for had an old SEO company that did a lot of reciprocal links with websites that are not what we want to be associated with. Does anyone know of a tool that might be able to tell us if there are still reciprical links to our site? I want to try and find them, but the old pages we had with links going out have been deleted.

First Link Priority question - image/logo in header links to homepage
I have not found a clear answer to this particular aspect of the "first link priority" discussion, so wanted to ask here. Noble Samurai (makers of Market Samurai seo software) just posted a video discussing this topic and referencing specifically a use case example where when you disable all the css and view the page the way google sees it, many times companies use an image/logo in their header which links to their homepage. In my case, if you visit our site you can see the logo linking back to the homepage, which is present on every page within the site. When you disable the styling and view the site in a linear path, the logo is the first link. I'd love for our first link to our homepage include a primary keyword phrase anchor text. Noble Samurai (presumably seo experts) posted a video explaining this specifically http://www.noblesamurai.com/blog/market-samurai/website-optimization-first-link-priority-2306 and their suggested code implementations to "fix" it http://www.noblesamurai.com/first-link-priority-templates which use CSS and/or javascript to alter the way it is presented to the spiders. My web developer referred me to google's webmaster central: http://www.google.com/support/webmasters/bin/answer.py?answer=66353 where they seem to indicate that this would be attempting to hide text / links. Is this a good or bad thing to do?
