How to resubmit a Web 2.0 site to Google?

I have 3 web 2.0 sites that look like theyve been hit by a penalty.
I have checked their backlinks and there are a lot of backlinks from sites that have been deindexed.
I have requested the removal of lots of the links, but now I need to resubmit the site to Google.
Is this even possible with them being a web 2.0 site? I don't have webmaster tools for the site so how would I do this?

In that case, unfortunately there's not much you can do. If their main domain or network has been penalized and you are part of it, there's not much you can do about it unfortunately.

Most web 2.0 sites are sub domains or sub pages, so I dont own the domain or have access to the DNS etc
Its a nightmare as some of these web 2.0 sites I had ranked high and generated lots of traffic for me

Do you not even own the domain name in question ? As Paul recommended, you can also add a DNS record via your domain registrar to verify your domain for Google Webmaster Console access.

Yes this is what I mean.
So if its been hit by a penalty and needs resubmitting, there is no possible way to do this?

Not sure what you mean by "Web 2.0 site", but there are multiple alternate ways to authorize a WMT account.
If the site already has Google Analytics installed (using the new async code) you can tell WMT to authorize against the GA account for the site instead. Alternatively, you can add asubdomain/txt record to your DNS via your Domain Registrar. In addition, if you can change page code, you could also add the verification code to the header of your homepage.
These additional options are made available under the Alternate Methods tab in the Verify Site section of WMT.
If by "Web 2.0" you mean that it's a site hosted by another entity and you have no file or code-level access and don't have any way of managing the domain name/DNS, then no, you don't have enough control of the sites to be able to do anything.

There is more then one way to verify..
To verify that you own a site, you have a number of options. You can:
- Add a meta tag to your home page (proving that you have access to the source files). To use this method, you must be able to edit the HTML code of your site's pages.
- Upload an HTML file with the name you specify to your server. To use this method, you must be able to upload new files to your server.
- Verify via your domain name provider. To use this method, you must be able to sign in to your domain name provider (for example, GoDaddy.com or networksolutions.com) or hosting provider and add a new DNS record.
- Add the Google Analytics code you use to track your site. To use this option, you must be an administrator on the Google Analytics account, and the tracking code must use the new asynchronous snippet.

Yes I was also going to use the disavow tool.
However most Web 2.0 sites dont give you access to upload a HTML file to verify the site

Having problem with multiple ccTLD sites, SERP showing different sites on different region
Hi everyone, We have more than 20 websites for different region and all the sites have their specific ccTLD. The thing is we are having conflict in SERP for our English sites and almost all the English sites have the same content I would say 70% of the content is duplicating. Despite having a proper hreflang, I see co.uk results in (Google US) and not only .co.uk but also other sites are showing up (xyz.in, xyz.ie, xyz.com.au)The tags I'm using are below, if the site is for the US I'm using canonical and hreflang tag :https://www.xyz.us/" />https://www.xyz.us/" hreflang="en-us" />and for the UK siteshttps://www.xyz.co.uk/" />https://www.xyz.co.uk/" hreflang="en-gb" />I know we have ccTLD so we don't have to use hreflang but since we have duplicate content so just to be safe we added hreflang and what I have heard/read that there is no harm if you have hreflang (of course If implemented properly).Am I doing something wrong here? Or is it conflicting due to canonicals for the same content on different regions and we are confusing Google so (Google showing the most authoritative and relevant results)Really need help with this.Thanks,

Old site penalised, we moved: Shall we cut loose from the old site. It's curently 301 to new site.
Hi, We had a site with many bad links pointing to it (.co.uk). It was knocked from the SERPS. We tried to manually ask webmasters to remove links.Then submitted a Disavow and a recon request. We have since moved the site to a new URL (.com) about a year ago. As the company needed it's customer to find them still. We 301 redirected the .co.uk to the .com There are still lots of bad links pointing to the .co.uk. The questions are: #1 Do we stop the 301 redirect from .co.uk to .com now? The .co.uk is not showing in the rankings. We could have a basic holding page on the .co.uk with 'we have moved' (No link). Or just switch it off. #2 If we keep the .co.uk 301 to the .com, shall we upload disavow to .com webmasters tools or .co.uk webmasters tools. I ask this because someone else had uploaded the .co.uk's disavow list of spam links to the .com webmasters tools. Is this bad? Thanks in advance for any advise or insight!

New site causes massive drop off in ranking, old site restored how long to recover?
Hello, We launched and updated version of our site, mainly design changes and some functionality. 3 days after the launch we vanished from the rankings, previous page one results were now out of the top 100. We have identified some of the issues with the new site and chose to restore the old well ranking site. My question is how long might it take for the ranking to come back, if at all? The drop happened on the third day and the site was restored on the third day. We are now on day 6. Using GWT with have used fetch as Google and resubmitted the site map. Any help would be gladly received. Thanks James

Troubled QA Platform - Site Map vs Site Structure
I'm running a Q&A forum that was built prioritizing UX over SEO. This decision has cause a bit of a headache as we're 6 months into the project with 2278 Q&A pages with extremely minimal traffic coming from search engines. The structure has the following hiccups: A. The category navigation from the main Q&A page is entirely javascript and only navigable by users. B. We identify Google bots and send them to another version of the Q&A platform w/o javascript. Category links don't exist in this google bot version of the main Q&A page. On this Google version of the main Q&A page, the Pinterest-like tiles displaying individual Q&As are capped at 10. This means that the only way google bot can identify link juice being passed down to individual QAs (after we've directed them to this page) is through 10 random Q&As. C. All 2278 of the QAs are currently indexed in search. They are just indexed very very poorly in SERPs. My personal assumption, is that Google can't pass link juice to any of the Q&As (poor SERP) but registers them from the site map so it gets included in Google's index. My dilemma has me struggling between two different decisions: 1. Update the navigation in the header to remove the javascript and fundamentally change the look and feel of the Q&A platform. This will allow Google bot to navigate through Expert category links to pass link juice to all Q&As. or 2. Update the redirected main Q&A page to include hard coded category links with 100s of hard coded Q&As under each category page. Make it similar, ugly, flat and efficient for the crawling bots. Any suggestions would be greatly appreciated. I need to find a solution as soon as possible.

Changing Hosting Companies - Site Downtime - Google Indexing Concern
We are getting ready to switch to a new hosting company. When we make the switchover, our sites will be offline for a couple of hours and in some cases perhaps as long as 12 hours while DNS is configured -- should we be worried about Google trying to index pages and finding them unavailable? Any fear of Google de-indexing pages. Our guess was that Google would not de-index anything after just a short period of not being able to find pages -- it would have to be over an extended period of time before GOOGLE or BING would de-index pages -- CORRECT? Just want to gut check this before pulling the trigger on switch over to new hosting company. We appreciate input on this and/or any other thoughts regarding the switch over to new hosting company that we may not have thought of. Thanks, Matt

Link to Google Places, or Google Maps?
On our contact page, we offer a link to view Google Maps for directions. I'm wondering should we be linking to our Google Places page instead, or just stick with the Google Map link? Thanks!
