How to resubmit a Web 2.0 site to Google?

I have 3 web 2.0 sites that look like theyve been hit by a penalty.
I have checked their backlinks and there are a lot of backlinks from sites that have been deindexed.
I have requested the removal of lots of the links, but now I need to resubmit the site to Google.
Is this even possible with them being a web 2.0 site? I don't have webmaster tools for the site so how would I do this?

In that case, unfortunately there's not much you can do. If their main domain or network has been penalized and you are part of it, there's not much you can do about it unfortunately.

Most web 2.0 sites are sub domains or sub pages, so I dont own the domain or have access to the DNS etc
Its a nightmare as some of these web 2.0 sites I had ranked high and generated lots of traffic for me

Do you not even own the domain name in question ? As Paul recommended, you can also add a DNS record via your domain registrar to verify your domain for Google Webmaster Console access.

So if its been hit by a penalty and needs resubmitting, there is no possible way to do this?

Not sure what you mean by "Web 2.0 site", but there are multiple alternate ways to authorize a WMT account.
If the site already has Google Analytics installed (using the new async code) you can tell WMT to authorize against the GA account for the site instead. Alternatively, you can add asubdomain/txt record to your DNS via your Domain Registrar. In addition, if you can change page code, you could also add the verification code to the header of your homepage.
These additional options are made available under the Alternate Methods tab in the Verify Site section of WMT.
If by "Web 2.0" you mean that it's a site hosted by another entity and you have no file or code-level access and don't have any way of managing the domain name/DNS, then no, you don't have enough control of the sites to be able to do anything.

There is more then one way to verify..
To verify that you own a site, you have a number of options. You can:
- Add a meta tag to your home page (proving that you have access to the source files). To use this method, you must be able to edit the HTML code of your site's pages.
- Upload an HTML file with the name you specify to your server. To use this method, you must be able to upload new files to your server.
- Verify via your domain name provider. To use this method, you must be able to sign in to your domain name provider (for example, GoDaddy.com or networksolutions.com) or hosting provider and add a new DNS record.
- Add the Google Analytics code you use to track your site. To use this option, you must be an administrator on the Google Analytics account, and the tracking code must use the new asynchronous snippet.

Yes I was also going to use the disavow tool.
However most Web 2.0 sites dont give you access to upload a HTML file to verify the site

Hi Folks, I made some changes on my website www.gemslearninginstitute.com and published it two days ago. It was ranking on Google first page for a few keywords. I did not touch the pages which were ranking on first page. Since then I am not seeing the website ranking on the Google. Does it take a few days to rank again? Should I just redirect all my sites to my main site.
Hi, Over the last few years I have built many sites and own a lot of domain names. Some have high page rank some have high domain authority and some have many back links. I'm finding it very difficult to keep up with all the links and being able to provide quality content for everything. Should I just redirect everything to my one site that make the most money as all sites are for the same industry, but in different categories of that industry. So I could 301 redirect all the sites to the relevant page on my money site. Would it be a problem is 1000's if not 10,000's of links all of a sudden pointed in to one site?

Thousands of Web Pages Disappered from Google Index
The site is - http://shop.riversideexports.com We checked webmaster tools, nothing strange. Then we manually resubmitted using webmaster tools about a month ago. Now only seeing about 15 pages indexed. The rest of the sites on our network are heavily indexed and ranking really well. BUT the sites that are using a sub domain are not. Could this be a sub domain issue? If so, how? If not, what is causing this? Please advise. UPDATE: What we can also share is that the site was cleared twice in it's lifetime - all pages deleted and re-generated. The first two times we had full indexing - now this site hovers at 15 results in the index. We have many other sites in the network that have very similar attributes (such as redundant or empty meta) and none have behaved this way. The broader question is how to do we get the indexing back ?

Does putting a Google custom search box on make Google think my users are bouncing?
I added a Google custom search box to my pages, that's doing an advanced Google search. A lot of people are using it. So users are coming to my site from a Google search, and then often performing another Google search on my site. Should I be worried that Google may interpret the resultant user behavior as a bounce or pogo-stick? Or will the fact that the second search occurred on my site, using custom search, and with advanced parameters signal to Google that this is not a dissatisfied user returning to Google? Thanks

We are ignored by Google - what should we do?
Hi, We believe that our website - https://en.greatfire.org - is being all but ignored by Google Search. The following two examples illustrate our case. 1. Searching for “China listening in on Skype - Microsoft assumes you approve”. This is the title of a blog post that we wrote which received some 50,000 visits. On Yahoo and Bing search, we rank first for this search. On Google, however, we rank 7th. Each of the six pages ranking higher than us are quoting and linking to our story. 2. Searching for “Online Censorship In China”. This is the title of our front page. Yahoo and Bing both rank us third for this search. On Google, however, we are not even among the first 300 results. Two of the pages among the first 10 results link to us. Our website has an average of around 1000 visits per day. We are quoted in and linked from virtually all Western mainstream media (see https://en.greatfire.org/press). Yet to this day we are receiving almost no traffic from Google Search. Our mission is to bring transparency to online censorship in China. If people could find us in Google, it would greatly help to spread awareness of the extent of Internet restrictions here. Merging your google places page with google plus page.
I have a map listing showing for the keyword junk cars for cash nj. I recently created a new g+ page and requested a merge between the places and the + page. now when you do a search you see the following. Junk Cars For Cash NJ LLC

Google+ page - Google+ page the first hyperlink takes me to the about page of the G+ and the second link takes me to the posts section within g+. Is this normal? should i delete the places account where the listing was originally created? Or do i leave it as is? Thanks0 -
