How to proceed? Older ecommerce site, unnatural link warning 2013, disavow, now what?

Hello all,
I have a small, older ecommerce site. It has been around since 2002. It ranked very well until a few years ago. It currently does rank for some terms, but not many. (I am trying to say that it is not completely off the map.)

Our domain authority is 36.

Our Spam Score in Open Site Explorer is a 2/10.

We received a notice in GWT in May 2013 re: unnatural links. That notice has since cleared from our account. I assume that it has expired.

We were working with an SEO consultant when we received the notice from Google in 2013. He started working on cleaning up our link profile at that point. He submitted a disavowal file to Google with all of the domains that he was not able to get cleaned up manually. He kept working and updated the file again in June 2014. He told me that we did not have to file a reconsideration request.

He did find that an SEO company that I hired in the past had gotten me a lot of spammy links. We got these taken down. There are still some spammy links that seem to keep cropping up.

I have started going through Open Site Explorer to again contact some of these spammy sites to ask them to take our links down. Of course, the emails immediately bounce back to me. I am documenting everything.
I feel like I am in a hole and can't dig out. What am a doing wrong? Should I disavow again? Should we have filed a reconsideration request a year or two ago? At this point, is it too late to do so as the penalty no longer shows up in my GWT account?
How should I proceed?
I prefer not to post my URL, but I would be happy to PM it to anyone who can offer advice.

My GWT account currently shows "No new messages or recent critical issues"
Does this mean that the penalty has expired? Or is it still lingering from 2013? How would I know?

They told you you don't need to file a reconsideration request? Did they remove the penalty or not? If they didn't, yes, you need to file another reconsideration request - it's not a one and done deal.
It sounds like you are doing everything right - you should also check out these resources from Moz:

Your Start-to-Finish Guide to Using Google's Disavow Tool (Moz)If you want to send your website via PM, please feel free, I'd like to take a look. But these things do take time, but I can't understand why your SEO company would tell you you don't need to file another reconsideration request - Google wants to know you are doing to remedy your issues.
Make sure you get links from Google Webmaster Tools and Majestic as well, as OSE only gives you one angle of links.

Is it worth Disavowing 15 links?
After a few months of blogging and redoing the home page, my client moved up from #40 to #1 for terms like "baltimore office furniture", "cubicles washington DC" etc. I did not do any link building for this campaign. This week, ranks are falling like a stone, and after months at #1 we're now back to #23 and lower for these terms. For the six months prior to August, we were getting about 10 clicks from referrals each month. Half way through August, we already have 35, and they are from spammy sounding sources like "search-error.com" and "search.pch.com". (screen shot attached) Should I disavow these links? Link Juice + Site Structure
Hi All, I have attached a simple website model.

Page A is the home page attracting 1000 visitors per month.
One click away is Page B with 400 visitors per month, so on and so forth. You get an idea of the flow and clicks required to get to various pages. I have purposely placed Pages E-G to be 3 clicks away as they yield very little traffic. 1] Is this the best way to distribute link juice?

Are reciprocal links with a Pandalized site harmful?
Hi, We have a reciprocal link exchange relationship with just 1 website, which is in the same industry as us. They do not have a reciprocal link exchange relationship with any site other than us. Bunches (3-5) of do-follow links to our website appear on approx 2k pages of theirs. We provide several hundred links back to them (1 per page). The links result in some decent traffic exchanged, but nothing significant or getting Pandalized over. Both our sites are in the 60+ domain authority range according to open site explorer. Both of our sites clearly got hit hard by Panda. From a purely SEO perspective, are these reciprocal links hurting us? I have read that Panda has nothing to do with links but I wanted to know if there is a possibly that this may be hurting us. At the time, many years ago, the link exchange seemed to help us rank better. Thanks.

I currently have a client that has multiple domains for multiple brands that share the same IP Address. Will link juice be passed along to the different sites when they link to one another or will it simply be considered internal linking?
I have 7 brands that are owned by the same company, each with their own domain. The brands work together to form products that are then sold to the consumer although there is not a e-commerce aspect to any of the sites. I am looking to create a modified link wheel between the sites, but didn't know if my efforts would pay off due to the same IP Address for all the sites. Any insight on this would be greatly appreciated.

How to remove bad link to your site?
Hello, Our website www.footballshirtblog.co.uk recently suffered a major Google penalty, wiping out 6 months of hard work. We went from getting 6000-10000 hits a day to absolutely nothing from Google. We have been baffled by the penalty as we couldn't think of anything we've done wrong. After some analysis of Open Site Explorer, it seems I may have found the answer. There is a ton of bad links pointing to us. A few example domains are: ru.gg/ gogopzh.com/ 0575bbs.com/ This is nothing to do with us and so I can only assume some competitor has done this. As we were only about 4-5 months old, I guess Google has punished us. What do we do now? This is not a situation I have experienced before and would really appreciate your expert advice.
