How Progressive Enhancement Will be Helpful for SEO?

We have bundle of webpages where we load the content dynamically with the help of Ajax. Since we, need to implement Ajax crawl scheme for making Google to read those Ajax dynamic content we planned to go with hashbang URL's (!#) by creating HTMl snapshots. But last week Google withdrawn their support on crawling the Ajax crawling scheme we are planning to go with progressive enhancement approach as stated by Google in a press release.
So, I just want to know what is meant by progressive enhancement and how we can implement in the case of webpages where we load the content dynamically with the help of Ajax? Please advice me on this.

Html4 menu system which is seo-friendly while moving to html5
I have a complex site and very large site that we are moving to html5 as quickly as possible given our resources (long overdue) but I was wondering if anyone knew of a menuing system that would work on mobile that is seo-friendly in terms of do-follow and does not use javascript that the spiders often cannot read. We need code/css that works for both the menu and for select boxes. I know few write such code anymore, and the idea is dated, but it is a temporary stopgap while we move to HTML5 when such tools are available. Does any such code, free or commercial, exist anymore? Is there SEO penalties for having .htm homepage?
In the past, I have had very good SEO rankings but have recently slipped. I am trying everything I can. Only my home page has domain/index.htm while all other pages have .html suffixes. I have been reluctant to change the home page worrying that it could further hurt my SEO. QUESTION Does it even matter? If so, will changing home page to .html have any adverse effects for SEO?

Footer Links for Design Shops - Do They Help or Hurt?
I work on SEO for a number of clients at our agency, including our in-house SEO for our own website. I use Open Site Explorer all the time to analyze my competition in the SERPs and try to gain links from this insight. However, I've noticed a number of agencies and design shops that place a link in the footer of websites they've designed and created. For example "Site design by ABC Agency (hyperlinked to the agency's home page). Or I've seen small logos or graphics that link to the designer's site and use the "alt tag" to get stronger anchor text. From a design perspective, I don't care for this, but as a SEO...I can see why. We've designed a number of websites and have more in the pipeline, but have not used this tactic before. It seems like an irrelevant link from a content/user standpoint, however, it seems to work for a lot of agencies and design shops. Any input from the SEOmoz community would be great. Is it a short-lived strategy? Does it help or hurt your link-building and "rapport" with Google, Bing, Yahoo? Thanks everyone.
