How can I submit Baidu business listings if I live outside of China?

A client of our wants to manage business listings for three locations in China. We wanted to submit to Baidu but from what I've learned this is highly regulated (you live in China, pay a fee and call them to confirm).
This is the only article I could find about submitting to Baidu:

Are there any conduit or 3rd party services available that can handle this?

Oooh, this is a toughie. I have no experience with Local SEO in China. I know Baidu Maps outside of China used to be powered by Nokia Here, but since they sold their mapping unit to German car manufacturers, I'm not sure what happened with that. I believe Baidu Maps inside of China is powered by NavInfo, but I don't know anything beyond this.
So, my suggestions here, lacking concrete knowledge to share with you about this would be:

Go directly to the blogger who wrote that article you linked to and try leaving a blog comment asking this. If the blogger doesn't reply or is no longer there, contact the company and ask if you can book an hour of their consulting time to be brought up to speed on the regulations regarding local business submission in China.

If that doesn't work, see if you can track down Nyagoslav Zhekov of Whitespark. He has done more International Local SEO than anyone else I know, and as he was living in Asia for a time, might know more about Baidu Maps than the average Local SEO.

And, if that doesn't work, you might scroll through our recommend list to see if any companies there specialize in International SEO: https://moz.com/rand/recommended-list-seo-consultants/ Maybe get some consulting from there.
Clearly, this is important if you've got a client in China, but resources in the U.S. may be hard to come by for this, as finding an International SEO who does Local in China may be a rare flower

Google listing only appears when I move / zoom in or out of the map
Hi everyone, We are having an issue with this local business. The Google listing isn't immediately appearing on the map. You have to move the map or zoom in and out for the listing to appear. I find this really odd as our competitors - with no reviews and way further in proximity - are appearing with no issues. The listing is only about 4km where I'm doing the search, while competitors with no reviews are about 20km away. We are ranking in the top 5 organically for the search term I used (pool renovations brisbane), but nowhere in local unless the map is moved. When the listing appears, sometimes the pin also looks grey instead of red, while others are red (if that makes sense). On top of this, their organic rankings have also been on a downward trend since June. I'm currently doing a backlink audit to see if it's contributing to the issue. If anyone also has other ideas, could you please let me know? Thanks.

Should I change my local listing Service type from Brick and Mortar to Service Area in Google? And will it affect my ranking in a negative manner?
Currently my company Big Boy Bail Bonds, Inc is ranking very well for the city it is located and, currently service type is brick and mortar. But my Company does not only service people at our location but we service the entire county of Los Angeles. And I wanted to know if you would advise me on weather I should change the service type from brick and morter to service area. and if doing that would effect me in a negative manner when it came to my ranking? How do you go about updating / correcting bad business listings when you cannot contact the website directly?
There is a business listing I wish to correct / update on 411dir.biz There is no way to contact the website online, and in cases like this, I try to do a whois lookup, and reach out via the email / phone number there. This site seems impossible to connect with, has anybody else come up against situations like this in the past, if so what do you tell your client / what other approaches do people have? Thanks!

Wrong Category Displaying Google Business Page?
Our firm keeps displaying "bankruptcy attorney" on google business page. Granted, we do that, as well as a variety of other services, but our primary category is "Personal Injury Attorney". I was told the categories are randomly selected, but I don't think that's true. Every time I've looked (or had other people look for us) on local, it displays as "bankruptcy attorney." What should I do? Is there a way to lock in the "Personal Injury Attorney" category, so it's the one that displays? Should I get rid of all the other categories except for "personal injury attorney?" Are citations the way to go even if there is no Google Places listing
If there are no Google Places / Local listing for a keyword search term, for example... "web design vancouver", do building citations still help in enabling websites to move up the organic rankings?
