Changed all external links to 'NoFollow' to fix manual action penalty. How do we get back?

I have a blog that received a Webmaster Tools message about a guidelines violation because of "unnatural outbound links" back in August. We added a plugin to make all external links 'NoFollow' links and Google removed the penalty fairly quickly.
My question, how do we start changing links to 'follow' again? Or at least being able to add 'follow' links in posts going forward? I'm confused by the penalty because the blog has literally never done anything SEO-related, they have done everything via social and email. I only started working with them recently to help with their organic presence. We don't want them to hurt themselves at all, but 'follow' links are more NATURAL than having everything as 'NoFollow' links, and it helps with their own SEO by having clean external 'follow' links. Not sure if there is a perfect answer to this question because it is Google we're dealing with here, but I'm hoping someone else has some tips that I may not have thought about.

I would probably move forward based on the following two assessments:
A) by a site's traffic figures, content quality, and backlink profile (assessing this within reason). If they receive a lot of traffic, produce great content, and seem to have an appreciable amount of good quality links, then the site in question is very likely "good" and "trustworthy"
B) by the the types of links that are being provided to the site in question. If a certain instance of a link is not promotional, unlike in the case of a sponsored review, then this criterion checks out
If both check out, then I would say it's safe to remove the "nofollow" tag for that particular link.
Now, thinking about things holistically, I would say that if the site does not link out to a degree that seems above-average or high, then I wouldn't worry about potentially "following" nearly all of your links again. You received the penalty because of the the nature of the linking, the specific links that you linked out to, and/or the volume of external linking.

301ing one site's links to another
Hi, I have one site with a well-established link profile, but no actual reason to exist (site A). I have another site that could use a better link profile (site B). In your experience, would 301 forwarding all of site A's pages to site B do anything positive for the link profile/organic search of the site B? Site A is about boating at a specific lake. Are We Doing Link Building Right? Do Certain Links Actually Matter?
I've been thinking about this as I go through my daily link building activities for clients. Do we really know as much as we hope/think we do about how Google values inbound links, which links actually matter, and how much these link signals play into rankings? For example, does Google REALLY value the fact that a business is paying to sponsor a local sports team, or to join a local chamber? For local businesses, link building is rather difficult because they don't necessarily have the resources or ability to implement ongoing Content Marketing initiatives to earn links naturally. How can we be sure that the things we recommend actually make a difference? I had my family real estate business featured in almost a dozen articles as expert sources, with links from authoritative sites like Realtor.com and others. Does Google distinguish between a profile link on a site like Realtor.com vs. being featured as an expert source on home page news? Just second guessing a lot of this today. Anyone can to share thoughts and insights?

NGinx rule for redirecting trailing '/'
We have successfully implemented run-of-the-mill 301s from old URLs to new (there were about 3,000 products). As normal. Like we do on every other site etc. However, recently search console has started to report a number of 404s with the page names with a trailing forward slash at the end of the .html suffix. So, /old-url.html is redirecting (301) to /new-url.html However, now for some reason /old-url.html/ has 'popped up' in the Search Console crawl report as a 404. Is there a 'blobal' rule you can write in nGinx to say redirect *.html/ to */html (without the forward slash) rather than manually doing them all?

Hi all, I have been researching the best way for back links building, and I would like to ask few questions before I start. Which one of these tools would you recommend for back link building diagnostics. www.linkrisk.com - www.linkdetox.com What would be the best procedure to begin creating healthy back links? Would looking at my competitors back links help me? What would be the recommended amount of back links created per week? Also how many blogs entries should we aim to create per week? What's the best way to check Google search results for all pages NOT linking to a domain?
I need to do a bit of link reclamation for some brand terms. From the little bit of searching I've done, there appear to be several thousand pages that meet the criteria, but I can already tell it's going to be impossible or extremely inefficient to save them all manually. Ideally, I need an exported list of all the pages mentioning brand terms not linking to my domain, and then I'll import them into BuzzStream for a link campaign. Anybody have any ideas about how to do that? Thanks! Jon

Manual Action Email Notifications
Is it me or you don't get (and not supposed to) email notifications when your site gets a manual action penalty? I mean I can see it in the Google Webmaster Tools interface, but I never get notifications in my Inbox. Is that how it works or I just need to set it up somehow?

Unnatural Links From My Site Penalty - Where, exactly?
So I was just surprised by officially being one of the very few to be hit with the manual penalty from Google "unnatural links from your site." We run a clean ship or try to. Of all the possible penalties, this is the one most unlikely by far to occur. Well, it explains some issues we've had that have been impossible to overcome. We don't have a link exchange. Our entire directory has been deindexed from Google for almost 2 years because of Panda/Penguin - just to be 100% sure this didn't happen. We removed even links that went even to my own personal websites - which were a literal handful. We have 3 partners - who have nofollow links and are listed on a single page. So I'm wondering... does anyone have any reason to understand why we'd have this penalty and it would linger for such a long period of time? If you want to see strange things, try to look up our page rank on virtually any page, especially in the /gui de/ directory. Now the bizarre results of many months make sense. Hopefully one of my fellow SEOs with a fresh pair of eyes can take a look at this one. http://legal.nu/kc68

One Way Links vs Two Way Links
Hi, Was speaking to a client today and got asked how damaging two way links are. i.e. domaina.com links to domainb.com and domainb.com links back to domaina.com. I need a nice simple layman's explanation of if/how damaging they are compared to one way links. And please don't answer with you lose link juice as I have a job explaining link juice.... I am explaining things to a non techie! Thank you!!
