Can Google read this code?

I'm working on some basic on-page SEO content for a website within my company and I need some guidance as far as 1. whether Google can read the small amount of existing text (not optimized) and if it isn't spiderable, then 2. what code should be there instead.
Here is the site: https://www.le-velgear.com/store/catalog
The text I'm referring to is toward the bottom of the page (isn't it always?) and says this:

When I "View Source," I cannot see the text, however, the text is highlight-able with my cursor and I can see it when I "Inspect Element" in a container that says

From my checks, it seems like Google is seeing this (and other content) properly on your homepage.
It looks like the entire website content is loaded in via JavaScript. In other words, if you disable JS in your browser and refresh the page, nothing appears. This is way when you view source you won't see that text. You're absolutely right in checking inspect element!
There are a few ways to check whether GoogleBot is seeing the content you want it to see. GoogleBot will take a "snapshot" (something called the DOM) within 5 seconds of landing on your site. What we want to do is get as close to the DOM as possible.
Here are some ways to check if GoogleBot is seeing your content properly.
1. As Gaston mentioned, you can use Fetch and Render in GSC. I've heard that a better option is to use Google's new Rich Results Tool input URL -> run test -> view source code -> copy HTML and search to see if the content you want Google to see is there. From my understanding the reason is because the new tool spits out the DOM (that snapshot) while GSC will not.
2. You can load the page -> inspect element -> right click on the opening at the top -> copy -> copy outerHTML -> paste into text editor. Then just search for the content you want Google to be seeing.
3. You can use a tool like Screaming Frog and select JavaScript crawling to see what a different crawler can pick up.
4. In this case, since we're just looking for text, we can also just search for the exact text in quotes in Google search.
TL;DR - from my checks, Google is seeing that specific content the way it should. However, since the entire site is loaded in via Javascript it will be vital to continue checking on other elements (like internal links, etc). Hope that helps!

What you are trying to check is easily checkeable with Search Console (the old version).
There is an option in: Crawl ->Fetch as Google -> {enter URL} then fetch and renderThere you will see what google sees in that page.

Can lazy loading of images affect indexing?
I am trying to diagnose a massive drop in Google rankings for my website and noticed that the date of the ranking and traffic drop coincides with Google suddenly only indexing about 10% of my images, whereas previously it was indexing about 95% of them. Wondering if addition of lazy load script to images (so they don't load from the server until visible in the browser) could cause this index blocking?

How we can rank two keywords
Here is my example. I developed a property inspection app, where the keyword I try to rank is property inspection app, and property inspection software. Property Inspection Software got slightly more traffic than app. I would like to rank both of this keyword high for my main website, but there is only one title, one H1 tag I can use to have keyword, where if I use "App" there is no way to have "Software" on the title, etc. How can I deal with such a case? Blog Comment IPs Seen By Google?
I have a page on a client's site for testimonials (a dental practice). The page is actually a post on a Wordpress install where customers can enter their testimonials as WP comments. In an effort to encourage more clients to give more testimonials I was considering setting up an iPad or other tablet at the receptionist's desk where patients would be able to enter their successes as comments on the page. If I made sure the patients all used unique names and emails in the Wordpress comments, would Google still see all the comments are from the same IP and view this as suspicious?
